Many achievements
In recent years, Dien Bien province has undergone comprehensive changes. The province's GRDP growth rate has consistently been high, averaging an estimated 9.33% per year during the 2021-2023 period. In the first six months of 2024, the growth rate is estimated at 8.75%, ranking 3rd out of 14 provinces in the northern mountainous region and 10th out of 63 provinces and cities nationwide. The economic structure has shifted in a positive direction. Industry and construction have initially exploited their potential, mobilizing resources from various economic sectors, especially the non-state sector. Land potential has been planned into concentrated, specialized production areas, such as Dien Bien rice, Tuan Giao macadamia nuts, Tua Chua tea, and Muong Ang coffee. Poverty reduction efforts have yielded positive results, with the current multidimensional poverty rate in the province at 25.6%.

According to Mr. Nguyen Phi Song, Director of the Department of Planning and Investment, the positive socio-economic results in recent years have been significantly contributed by administrative reform, improvement of the investment and business environment, and strong progress in attracting investment. Dien Bien continues to attract the attention of many large and potential investors who are exploring, surveying, and researching investment opportunities. The Provincial Competitiveness Index (PCI) in 2023 increased by 31 ranks compared to 2022 (in 2022, the PCI ranked 62nd out of 63 provinces and cities). The improvement in the PCI ranking reflects the locality's efforts in improving the quality of governance and the investment and business environment.
Many infrastructure projects have been invested in and completed, creating new impetus for development, such as: the May 7th Road project - the most beautiful and modern road in Dien Bien; the Thanh Binh Bridge project; and the Dien Bien Phu City Commercial Center and Housing project, meeting the requirements for development and synchronization of transportation and housing infrastructure, while also serving as a highlight in the city's landscape. The Dien Bien Airport expansion project has been completed, opening up great opportunities in attracting investment, developing tourism , and expanding linkages with major economic regions nationwide.

As a land of special historical and cultural significance, Dien Bien has consistently preserved, promoted, and effectively utilized the value of the Dien Bien Phu Battlefield complex over the years. Particularly in 2024, tourism was a bright spot in the province's overall economic development. In the first six months of this year alone, the number of tourists visiting Dien Bien reached nearly 1.4 million (including nearly 6,500 international visitors), exceeding the annual plan by 5.2%. Revenue from tourism activities is estimated at nearly 2,500 billion VND.
Unleashing potential
Besides its famous historical sites, Dien Bien also possesses many advantages and potentials in terms of economy, community tourism, ecotourism, cultural tourism, and cuisine. Dien Bien is also a province with a national border adjacent to Laos and China, creating favorable conditions for developing border trade and expanding international commerce.

To transform potential into momentum and challenges into development advantages, during the 2020-2025 term, the Provincial Party Committee issued specialized resolutions on attracting investment for the development of agriculture, forestry, tourism, and connecting transportation infrastructure. On March 17, 2024, Dien Bien province announced its Provincial Planning for the period 2021-2030, with a vision to 2050. Accordingly, the goal by 2030 is for Dien Bien to become a relatively developed province in the northern midland and mountainous region; one of the tourism, service, and medical centers of the region. The province's economic growth rate for the period 2021-2030 is projected to reach 10.51% per year; average GRDP per capita is expected to exceed 113 million VND (at current prices), and labor productivity is projected to reach 190 million VND (at current prices). Planning is a crucial foundation for the province to comprehensively and uniformly lead, direct, and manage socio-economic development, ensure national defense and security; formulate policies, develop investment plans, and create momentum. Provincial planning also defines the vision, models, scenarios, options, and spatial organization; and creates opportunities, production capacity, and new value for each locality. From there, it leverages potential and advantages, determined to transform this westernmost border region of the country into a shining example on the path of innovation and development.

To unlock its potential, Dien Bien province prioritizes the development of transportation infrastructure, fostering linkages and creating new and unique values. This includes focusing on completing procedures and promptly implementing the Dien Bien - Tay Trang border gate expressway project (phase 1). Simultaneously, the province focuses on targeted development, concentrating on its strengths, such as agriculture and forestry; tourism; construction; and trade and services. Agriculture and forestry serve as the foundation, construction as the driving force, and tourism as the key economic sector. Furthermore, the province is determined to implement three breakthroughs in development: perfecting mechanisms and policies and enhancing competitiveness; improving the socio-economic infrastructure system and applying science and technology; and fostering innovation linked to the development and improvement of human resource quality.
Through groundbreaking solutions, the highest level of political determination, and the concerted efforts of the Party Committee, government, and people of all ethnic groups, Dien Bien is gradually rising and achieving more and more successes in the period of reform, integration, and development.
