The number of households receiving rice for famine relief in 2025 this time has registered residence in 9 districts and towns (except Dien Bien Phu city, where no one needs to be fed). Dien Bien Dong district is the locality with the most households needing to be fed in the province, with a total of 2,091 households (10,265 people); followed by Muong Cha district with 1,454 households (6,664 people); Tua Chua district with 1,196 households (5,746 people); Muong Lay town with 1,162 households (4,353 people)... Nam Po district has the fewest households needing rice for famine relief among the 9 districts and towns (the whole district has 416 households, 1,084 people).
In order to provide timely and convenient rice relief for the recipients, the People's Committee of Dien Bien province assigned responsibility and set a specific implementation time for the Department of Health and the People's Committees of districts and towns.
Accordingly, the Dien Bien Department of Health must preside over and coordinate with the State Reserve Sub-Department of Region V to transport, receive and deliver rice to the People's Committees of districts and towns to support hunger relief rice for the people; completion time is before May 20, 2025.
During the process of providing rice to the people, the Department of Health must guide, inspect, and closely monitor the reception and distribution of rice to ensure it is timely, complete, and to the right subjects according to current State regulations.
The People's Committees of districts and towns must arrange funds for loading, unloading, preservation and transportation costs to receive rice and deliver it to the People's Committees at the commune level to the people; direct the accounting of the allocated rice in accordance with the instructions in Circular 51/2020/TT-BTC dated June 2, 2020 of the Ministry of Finance; summarize and report the implementation results to the Provincial People's Committee (through the Department of Health) before May 25, 2026.
