Dien Ban Town has decided to prioritize resources to invest in infrastructure for 5 newly upgraded communes in the Local Urban Development Program.

"Urban shirt"... still wide

Road 33 connects from Highway 1 to Trang Nhat Industrial Park, which is full of factories and shops. Traffic routes, drainage systems, intra-field canals, lighting systems... are widely connected.

The inner city roads of Dien Thang Trung are like a chessboard, with many residential areas appearing. Mr. Truong Cong Nhan - Vice Chairman of Dien Thang Trung Ward People's Committee said that the local socio-economic development is quite comprehensive. The economic structure has shifted towards trade - services, industry - handicrafts - construction; the agricultural area has gradually decreased.

Not only Dien Thang Trung - the center of Dien Thang urban area (the northern gateway of Dien Ban town) has taken on the appearance of an urban area. The movement of donating land, opening roads (from 3m to 7.5m or 9.5m) or shifting economic structure... to "upgrade to urban" has taken place in almost 5 new communes that have just been upgraded to wards in Dien Ban (Dien Thang Bac, Dien Thang Trung, Dien Thang Nam, Dien Minh and Dien Phuong).

More than 7km of main inter-village (block) roads in Dien Minh have been upgraded and expanded to urban standards. The local government plans to upgrade another 3km of inner-city roads in 2023 and increase to 20km by 2025.

Dien Thang Nam expanded and upgraded nearly 6.6km; Dien Phuong added 2km of internal traffic roads... The inner-city routes of 5 wards have been paved or concreted, no longer having bumpy muddy roads.

It is not by chance that the 5 communes in Dien Ban have been upgraded to wards, but they have gone through a difficult transformation journey. Local authorities have calculated and arranged all reasonable criteria, and sought investment resources for urban formation.

From population size, natural area, budget revenue and expenditure balance, average poverty rate, non-agricultural labor rate in urban areas, urban infrastructure standards, land for educational facilities, medical stations, cultural houses, sports fields to markets (or supermarkets), public green space, traffic area per population... However, many criteria for a true urban area are still lacking or only approaching. Localities need to upgrade and repair infrastructure works.

Mr. Nguyen Duc Thanh - Vice Chairman of Dien Thang Bac Ward People's Committee said that the annual allocation of urban construction resources is not enough. Infrastructure investment awaits allocation from the province and town.

Find resources for urban development

The "appearance" of 5 new wards along with Vinh Dien and Dien An has turned the traffic route of National Highway 1 through Dien Ban town into an urban area with high density of construction, commerce and services.

With increasing population density and concentration of non-agricultural economy, urban authorities are forced to provide and manage interconnected and synchronous infrastructure services. But where to find resources for investment? Localities cannot yet quantify how much will be needed, mainly waiting for provincial and municipal budgets.

Mr. Nguyen Duc Thanh - Vice Chairman of Dien Thang Bac Ward People's Committee said that the locality planned to repair and upgrade inter-block roads, change street names, and change village cultural houses into city blocks..., but lacked funds.

The route connecting Viem Tay 2 - Bo Mung 2 (route 17) is about 11 billion VND, the town supports 3 billion (continue to ask for more support). All are waiting for the source of land exploitation to invest in infrastructure, but it is not easy.

Not only the 5 communes that have just been upgraded to wards, the current urban criteria also need a lot of resources to "upgrade" so that Dien Ban can reach the level of a type III urban area by 2030. According to the analysis, the town only has 31/63 criteria with the maximum score; 17/63 criteria with the average score; 5/63 criteria with the minimum score and 10/63 criteria with no score. To achieve the score to connect and become a type III urban area, it takes time to implement.

Mr. Truong Anh Quoc - Deputy Head of the Urban Management Department of Dien Ban town said that the locality is focusing on investing in the missing indicators to become a type III urban area by 2030. There will be investment items in 5 new wards according to the Dien Ban Urban Development Program being adjusted, expected to be completed by the end of 2023.

Dien Ban's plan is to build a list of framework technical infrastructure projects and priority technical infrastructure and social infrastructure projects to connect urban development areas with the general technical infrastructure system of the city.

The five new wards are no exception. When the development orientation framework is completed, depending on the reality and stage, the town will consider approving a detailed list of investment projects using the town budget to balance the investment.

Chairman of Dien Ban Town People's Committee - Tran Uc said that the investment in infrastructure for the 5 new wards will be up to several thousand billion VND. It mainly depends on the budget and land fund. However, at this stage, land fund development is facing difficulties.

Through the urban development program, the town will prioritize and focus a lot of public investment resources to upgrade weak urban criteria, open main roads, connect traffic, invest in cultural institutions to complete the infrastructure for these new wards. But that is a long-term story, depending on the town's resources and the budget of the higher level.
