According to the People's Committee of Dien Ban town, the temporary dam project to prevent saltwater intrusion on Vinh Dien river is an annual project to prevent saltwater intrusion, ensure fresh water for irrigation of about 2,000 hectares of rice and vegetable land in Dien Ban town and neighboring agricultural areas, and provide fresh water for people's daily life.
Currently, the source of sand for dam construction is scarce on the market and the selling price is high. Meanwhile, the sand mines in the town have stopped operating, the sand mines in the neighboring areas are operating at a low level, the source of sand is unstable, the actual price of sand is too high, causing the project preparation time to be prolonged, affecting the time of dam construction, which is not proactive, easily leading to saltwater intrusion without having time to organize the construction of the dam line.
Therefore, the People's Committee of Dien Ban town proposed that the province consider and agree on the policy of allowing the use of dredged sand from Co Co river to construct a temporary dam to prevent salinity on Vinh Dien river in 2025.

It is known that over the past 2 years, Dien Ban town has also been given favorable conditions by the Provincial People's Committee to use sand from dredging Co Co River to build this saltwater prevention dam.
The temporary dam project to prevent saltwater intrusion on Vinh Dien River is mainly built using sand as a material source and is considered a temporary project. The time to retain fresh water is from February to September every year. After the completion of the task of preventing saltwater intrusion, the dam will be completely dismantled.
