On May 27, the People's Committee of Nam Tra My district, Quang Nam province, said that it had sent a report to the Standing Committee of the Provincial Party Committee and the People's Committee of Quang Nam province about the temporary suspension of construction of civil works using socialized resources in village 3, Tra Vinh commune.
Kon Tum side made a record to temporarily stop construction.
According to this district, in recent years, the overlapping administrative boundaries between Tra Vinh commune (Nam Tra My district) and Dak Nen commune (Kon Plong district, Kon Tum province) have not had a common voice.
This makes it impossible to invest in the construction of basic infrastructure serving people's lives such as roads, electricity, schools, etc. in village 3 from the state budget.
Currently, the entire village 3 has 238 households, 1,034 people (all ethnic minorities, permanent residence in Quang Nam) living and farming in the territory of Dak Nen commune according to administrative boundary map 364.
Because it is not under the administrative management, the district cannot invest in building public infrastructure. Kon Plong district also cannot invest in infrastructure because the beneficiaries are not registered in Kon Tum.
Therefore, people's lives are facing many difficulties, travel and trade are blocked, children's learning is not safe when teaching and learning places are temporary and degraded.

Implementing the policy of socialization in education and building infrastructure to serve people's lives, in early 2024, Tra Vinh Commune People's Committee called on sponsors to remove temporary schools and build suspension bridges across small rivers and streams.
Thanks to that, we were able to connect with 2 philanthropist families to sponsor the construction of a new primary school in village 3 with a budget of 700 million VND and the Nuoc Toi suspension bridge for people with a budget of 60 million VND.
The construction of schools and suspension bridges from socialized sources was carried out on old, available sites, so it did not affect the ecological environment or natural forests.
When the construction was implemented, the people agreed to support and participated in contributing labor days, carrying materials, and leveling the ground to complete and put into use before the flood season.
However, according to the report of Tra Vinh Commune People's Committee, Dak Nen Commune People's Committee (Kon Tum) has drawn up a record to temporarily stop the construction of Nuoc Toi suspension bridge and primary school in village 3. At the same time, there is a document requesting coordination to stop construction of projects in the area under the management of Dak Nen commune.

Quang Nam asks for conditions to continue construction because it is necessary.
Nam Tra My district believes that resolving the issue of overlapping administrative boundaries is the job of the Party committees and authorities of the two localities, but people's lives need to be guaranteed the most minimal requirements.
Because the state budget cannot invest, it is necessary to mobilize social resources to build basic infrastructure to serve people's lives and need to receive support and consensus from the government.
In response to the request of the Dak Nen Commune People's Committee to temporarily suspend the construction of the above two projects and to ensure security in the border area, the Nam Tra My District People's Committee requested the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to issue a document requesting the Provincial Party Committee and the Kon Tum Provincial People's Committee to direct the Kon Plong District Government and the Dak Nen Commune People's Committee to create favorable conditions for the projects serving the people's livelihood being implemented in Village 3 to continue.
Timely serve people's safe travel needs during the rainy and stormy season and ensure facilities for children in the upcoming new school year.
Recently, Quang Nam province sent a report to the Ministry of Home Affairs requesting attention to presiding over the resolution of administrative boundary issues between the two provinces.
Regarding the administrative boundary with Kon Tum, Quang Nam province proposed to adjust the actual area of the residential area of Tra Vinh commune (more than 3,001 hectares) belonging to Dak Nen commune to Tra Vinh commune.
