As a small business owner, Ms. Do Thi Oanh, born in 1989 in Kim Tan Ward (Lao Cai City) always hopes to have a pension when she reaches retirement age. After being informed by officials about the benefits of participating in voluntary social insurance, Ms. Huyen found it suitable and registered for her and her husband. "I have participated in voluntary social insurance since 2020, and it has been 5 years now. Seeing the benefits in the future, I have encouraged my family members and friends to participate," Ms. Oanh confided.
In Kim Tan ward, there are currently 462 people participating in voluntary social insurance. Recently, the ward has coordinated with the provincial social insurance agency and local service organizations to flexibly organize social insurance policy propaganda sessions in the evenings so that people can access and understand this humane policy.

Voluntary social insurance is a policy with many advantages, so the development and expansion of participants are always of interest to the Party Committee, Lao Cai City government and the provincial Social Insurance. In 2022, Lao Cai City had 2,944 people participating in voluntary social insurance, by 2023 it increased to 3,136 people and this number as of March 26, 2024 was 3,167 people. The city is also the leading locality in the province in developing the number of people participating in voluntary social insurance.

With many practical solutions, the provincial Social Insurance has effectively implemented the work of developing voluntary social insurance participants in Lao Cai city, helping the locality become a bright spot in the province. Ms. Tran Thi To Nga, Head of the Communications Department (Lao Cai Provincial Social Insurance) said: One of the solutions that the provincial Social Insurance is implementing to increase the number of voluntary social insurance participants is to assign the target of developing participants to officials in the industry, both to enhance the responsibility of each official doing social insurance work and to equip them with communication skills, thereby building a team of social insurance officials as a core part in communicating social insurance and health insurance policies.
Provincial Social Insurance officers also directly propagated at communes, wards and households. Specialized departments of the Provincial Social Insurance coordinated with the authorities of communes and wards in the city to reform administrative procedures and promote the application of information technology to reduce waiting time for people.

In addition, every month, the provincial Social Insurance reviews the list of potential subjects and transfers it to the collection service organizations, classifying them by type for concentrated exploitation, focus and appropriate mobilization; organizes professional training courses, exchanges and shares experiences with collection staff and collection service organizations.
Although the city's socio-economic situation has many bright colors and people's lives are improving, the number of people doing business, trading or working freelance participating in voluntary social insurance is still low. This reality requires the Party Committee, the government, and local departments, branches and organizations to pay more attention to bringing social security policies into life, including social insurance and health insurance.
In 2024, Lao Cai city strives to increase the number of voluntary social insurance participants to about 4,600 people. To continue expanding the number of voluntary social insurance participants, promoting propaganda is one of the city's fundamental solutions. This solution aims to change people's awareness of voluntary social insurance, helping people understand the superiority and benefits of participating in voluntary social insurance.

The development of voluntary social insurance is the basis for Lao Cai city to help people access and benefit from preferential policies of the Party and State, thereby contributing to ensuring social security and improving the quality of people's lives in a sustainable manner.
