The bright spots

At the regular meeting at the end of 2024, the People's Council of Phu Ninh district assessed that the district's political system has focused on leading, directing, promptly, drastically and synchronously implementing many solutions to stabilize the material and spiritual life of the people; restore and develop the socio-economy, ensure national defense and security and carry out key tasks with quite good results. In 2024, the economic structure of agriculture - industry, construction - trade and services of the district will be: 15.03%, 39.81% and 45.16% respectively.

Regarding the growth rate of sectors, the People's Committee of Phu Ninh district said that agriculture increased by 6.46%; industry and construction increased by 8.92%; trade and services increased by 14.4%. The average income per capita of the district reached 60 million VND; economic revenue in the area reached 167,754 billion VND (an increase of 40.5% compared to 2023).

Among the bright spots of the local socio-economic picture, according to Mr. Huynh Xuan Chinh - Chairman of Phu Ninh District People's Committee, although some socio-economic indicators did not meet the plan, such as economic structure, growth rate of industrial, commercial and service sectors; however, the value and growth rate of each sector were good.

The district's industrial and construction production value reached 3,611 billion VND, equal to 86% of the plan, up 11% over the same period in 2023. Of which, pure industry and handicrafts reached 2,577 billion VND, reaching 84% of the plan, up about 11.9% over 2023.

Up to now, the district has 33 projects in industrial clusters that have been and are carrying out investment procedures for production and business activities with a total land area of ​​about 46.43 hectares. Of these, 20 investment projects have come into operation and 10 projects are carrying out investment and construction procedures, creating jobs for more than 4,000 workers. Attention has been paid to supporting and guiding investors in carrying out investment procedures.

“The budget revenue has not been achieved for 3 consecutive years. This year, the total revenue exceeded the plan assigned by the province (reaching 123%) and for the first time achieved the plan set by the People's Council of Phu Ninh district, equal to 113% compared to the same period in 2023.

During the year, the district twice transferred capital from projects that were behind schedule and unable to disburse to projects that could absorb capital for disbursement. As a result, the disbursement rate of public investment capital was basically guaranteed, and was assessed to be in the middle group of the province.

"The sectors, localities, and investors have signed a commitment with the District People's Committee that from now until the end of the 2024 budget year, the disbursement will reach 95%, and they will be responsible to the Party Committee and the District People's Committee for the allocated capital," said Mr. Chinh.

Overcoming difficulties to develop

In 2025, the People's Council of Phu Ninh district set out many key targets, including efforts to achieve the economic structure of agriculture - industry, construction - trade, and services of 14.12%, 40.05%, and 45.83%, respectively. In particular, the district continues to maintain and improve the standards of 9/9 new rural district (NTM) criteria according to Decision No. 320 of the Prime Minister and strives to achieve the standards of advanced NTM districts.

Mr. Huynh Xuan Chinh said that Phu Ninh’s goal of striving to achieve the standards of an advanced NTM district is facing many difficulties. To achieve this goal, the district must have at least 50% of its communes meeting the standards. However, this year, only Tam Phuoc commune has met the standards; Tam Thai commune is expected to meet the standards.

“The district has a separate thematic conference for the commune level to draw experience in implementing the construction of advanced new rural areas as well as to establish supporting documents. The most difficult issue is the issue raised by the district People's Council delegates related to security, order, culture, and building civilized urban areas... so priority should be given to implementation,” said Mr. Chinh.

In the key task groups and solutions, the Phu Ninh District People's Council emphasized the requirement for the District People's Committee to direct the acceleration of disbursement of investment capital sources. Effectively control basic construction debt, investment scale of new projects and resolutely transfer capital for projects behind schedule and projects with slow start. Focus on completely overcoming limitations according to the conclusions of inspection and audit.

Better implement the gratitude movement; mobilize resources to support the construction of gratitude houses, housing for people with meritorious services in difficult circumstances and poor households, near-poor households, social security beneficiaries, maintain the district without dilapidated houses...
