Reporter: Sir, what steps have the Provincial Party Committee, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front taken in directing and guiding the preparation for the Fatherland Front Congresses at all levels for the 2024-2029 term ?
Mr. Duong Sa Kha: In implementing Directive No. 22-CT/TW, dated May 25, 2023, of the Secretariat of the Central Committee on " Leading the Congresses of the Vietnam Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029 " , the Vietnam Fatherland Front Committees at all levels in the province have coordinated with relevant agencies to proactively advise the Party Committees at the same level to issue guiding documents and direct the Congress.
In addition, the Standing Committee of the Vietnam Fatherland Front Committee of the province issued decisions to establish steering committees and subcommittees to serve the Congress, and issued many plans and guidelines on the organization of the Congress, such as: propaganda work; developing personnel plans and Congress documents; organizing meetings of the Fatherland Front working committees in hamlets and neighborhoods; directing pilot Congresses; launching special emulation campaigns to welcome the Congress... in accordance with the regulations of the Party, the laws of the State and the Charter of the Vietnam Fatherland Front.
As of March 18th, 10 out of 109 commune-level Vietnam Fatherland Front Committees in 6 districts, towns, and cities across the province have completed their congresses. Through the pilot congresses held at the grassroots level, these units have gained valuable experience to successfully organize congresses in their respective localities. It is expected that the commune-level Vietnam Fatherland Front Congresses for the 2024-2029 term will be completed in April 2024. The Standing Committee of the Provincial Vietnam Fatherland Front Committee has selected My Tu district as the pilot unit for directing the district-level Vietnam Fatherland Front Congress, which is expected to take place at the end of April 2024.
The Vietnam Fatherland Front Committee of the province has issued guiding documents and selected pilot locations for the Congress, assigning each member of the Standing Committee to directly monitor, guide, and direct the preparation work for the Congress in 11 districts, towns, and cities in the province. For the commune level, the province selected Ward 3 as the pilot location and has already completed its Congress. For the district level, My Tu district was selected as the pilot location.
Reporter: In each congress, personnel work is always given special attention, ensuring the appropriate number and structure, and guaranteeing representativeness and exemplary patriotism, dedication, responsibility, intelligence, and prestige. So, in this congress, how has the Vietnam Fatherland Front Committee of the province focused on and guided the personnel plan, sir?
Mr. Duong Sa Kha: Regarding personnel matters, the Vietnam Fatherland Front Committee of the province mainly provides guidance on professional and technical matters, and directs on the number and standards for key personnel and members of the Fatherland Front Committees at all levels in the province. Specific personnel and individuals are considered and decided by the Party Committee at the same level.
Following the directives of the provincial Party committees and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the personnel plan for the Vietnam Fatherland Front Committees at all levels for the 2024-2029 term has many new points and is implemented uniformly throughout the province. Regarding the personnel of the Vietnam Fatherland Front Committees at all levels, it is required that the Secretary or Deputy Secretary of the Party Committee at the same level participate.
At the commune level, previously it was the Deputy Secretary who also served as the Chairman of the Vietnam Fatherland Front Committee of the commune. Following the central government's directives and the guidance of the Central Committee of the Vietnam Fatherland Front, the Provincial Party Standing Committee has also instructed all Party committees to adjust the structure at the commune level so that a member of the Party Standing Committee is nominated and elected to hold the position of Chairman of the Vietnam Fatherland Front Committee at the same level for the 2024-2029 term.
Following the direction of the Provincial Party Committee, basically 100% of the communes have adjusted their personnel plans, assigning a Standing Committee member to be nominated, consulted, and elected to the position of Chairman of the Vietnam Fatherland Front Committee at the commune level for the 2024-2029 term.
Regarding the personnel for the position of Chairman of the Fatherland Front Committee at the district level, currently, basically 100% of districts have appointed one reputable and capable member of the Standing Committee of the Party Committee to be nominated and elected to the position of Chairman of the Vietnam Fatherland Front Committee at the district level (implemented in 11 out of 11 districts, towns, and cities).
At the provincial level, it is planned to assign a member of the Provincial Party Standing Committee as the Secretary of the Party Group and nominate them for consultation and election to the position of Chairman of the Vietnam Fatherland Front Committee at the provincial level.
It is expected that 95 individuals will participate as members of the Vietnam Fatherland Front Committee of the province for the 2024-2029 term, an increase of 5 compared to the 2019-2024 term (mainly an increase of experts, intellectuals, and a decrease in full-time officials of the Vietnam Fatherland Front of the province). The provincial Fatherland Front will select members based on exemplary individuals, ensuring the required ratios and standards, and continue to identify outstanding individuals and people with prestige in the community, ethnic groups, and religions to participate in the Fatherland Front at all levels in order to broaden its scope of gathering and solidarity.
Reporter: To welcome the Fatherland Front Congress at all levels for the 2024-2029 term, what specific activities and tasks will localities and units in Soc Trang implement, sir?
Mr. Duong Sa Kha: The Provincial Fatherland Front Committee has issued a plan on "Organizing a special emulation campaign to celebrate the Congress of the Vietnam Fatherland Front at all levels leading up to the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029" to be implemented throughout the entire Vietnam Fatherland Front system at all levels and its member organizations.
In response to the special emulation campaign launched to celebrate the Congress, member organizations, Committee members, religious institutions, and the Vietnam Fatherland Front Committees of several localities in the province have registered meaningful projects, products, and tasks. Each unit is expected to develop at least one to two specific projects or tasks; focusing on commending and replicating exemplary models, new factors, and innovative approaches of collectives and individuals in building and defending the Fatherland.
