Difference between level 1 and level 2 electronic identification accounts

1. What is an electronic identification account?

According to Clause 6, Article 3 of Decree 59/2022/ND-CP, an electronic identification account is a collection of usernames, passwords or other forms of authentication created by an electronic identification and authentication management agency.

According to Article 12 of Decree 59/2022/ND-CP, electronic identification accounts include 02 levels: level 1 and level 2.

2. 5 differences between level 1 and level 2 identity accounts

(1) Information in level 1 and level 2 electronic identification accounts

(2) Can I register for level 1 and level 2 electronic identification accounts at home?

* For Vietnamese citizens:

According to Article 14 of Decree 59/2022/ND-CP regulating the procedures for registering electronic identification accounts for Vietnamese citizens:

- Citizens can register for a level 1 electronic identification account through the VNeID application.

- Citizens cannot register for a level 2 electronic identification account at home but must go to the police station of the commune, ward, or town or the place where the procedures for issuing a Citizen Identification Card are carried out to register for a level 2 electronic identification account.

* For foreigners:

According to Article 15 of Decree 59/2022/ND-CP regulating the procedures for registering electronic identification accounts for foreigners:

- Foreigners can register for a level 1 electronic identification account through the VNeID application.

- Foreigners cannot register for a level 2 electronic identification account at home but must go to the immigration management agency under the Ministry of Public Security or the provincial police to register for a level 2 electronic identification account.

Thus, level 1 electronic identification accounts can be registered at home, while level 2 identification accounts cannot be registered at home.

(3) Time limit for granting level 1 and level 2 electronic identification accounts

From the date of receiving a complete and valid application as prescribed, the Public Security agency is responsible for resolving the issuance of an electronic identification account within the following time limit:

	Level 1 electronic identification account	Level 2 electronic identification account
Vietnamese citizens have chip-embedded Citizen Identification Cards	No more than 01 working day	No more than 03 working days
Vietnamese citizens do not have a chip-embedded Citizen Identification Card	No more than 07 working days
Foreigner	No more than 01 working day	- No more than 03 working days for cases where information on portrait and fingerprints is available in the National Database on Immigration. - No more than 07 working days for cases where there is no information about portrait photo or fingerprints in the National Database on Immigration.

(4) Use of level 1 and level 2 electronic identification accounts

Vietnamese citizen	The following information is valid for proving in activities and transactions requiring the provision of personal information of the electronic identity subject: - Personal identification number; - Last name, middle name and first name; - Date of birth; - Gender.	- Has the same value as using a Citizen Identification Card in transactions requiring presentation of a Citizen Identification Card; - Has the value of providing information in citizens' documents that have been synchronized into the electronic identification account for competent agencies and organizations to compare when performing transactions requiring the presentation of such documents.
Foreigner	The following information is valid for proving in activities and transactions requiring the provision of personal information of the electronic identity subject: - Foreigner identification number; - Last name, middle name and first name; - Date of birth; - Gender; - Nationality; - Number, symbol, date, month, year, type of document and place of issue of passport or international travel document.	- Has the same value as using a passport or international travel document in transactions requiring presentation of a passport or international travel document; - Has the value of providing information in foreign documents synchronized into the electronic identification account for competent agencies and organizations to compare when performing transactions requiring presentation of such documents.

(5) Procedures for registering level 1 and level 2 electronic identification accounts

Because level 1 electronic identification accounts can be registered at home, while level 2 electronic identification accounts cannot be registered at home, the registration procedures for level 1 and level 2 electronic identification accounts are different.
