1. What is an electronic identification account?
According to Clause 6, Article 3 of Decree 59/2022/ND-CP, an electronic identification account is a collection of usernames, passwords or other forms of authentication created by an electronic identification and authentication management agency.
According to Article 12 of Decree 59/2022/ND-CP, electronic identification accounts include 02 levels: level 1 and level 2.
2. 5 differences between level 1 and level 2 identity accounts
(1) Information in level 1 and level 2 electronic identification accounts

(2) Can I register for level 1 and level 2 electronic identification accounts at home?
* For Vietnamese citizens:
According to Article 14 of Decree 59/2022/ND-CP regulating the procedures for registering electronic identification accounts for Vietnamese citizens:
- Citizens can register for a level 1 electronic identification account through the VNeID application.
- Citizens cannot register for a level 2 electronic identification account at home but must go to the police station of the commune, ward, or town or the place where the procedures for issuing a Citizen Identification Card are carried out to register for a level 2 electronic identification account.
* For foreigners:
According to Article 15 of Decree 59/2022/ND-CP regulating the procedures for registering electronic identification accounts for foreigners:
- Foreigners can register for a level 1 electronic identification account through the VNeID application.
- Foreigners cannot register for a level 2 electronic identification account at home but must go to the immigration management agency under the Ministry of Public Security or the provincial police to register for a level 2 electronic identification account.
Thus, level 1 electronic identification accounts can be registered at home, while level 2 identification accounts cannot be registered at home.
(3) Time limit for granting level 1 and level 2 electronic identification accounts
From the date of receiving a complete and valid application as prescribed, the Public Security agency is responsible for resolving the issuance of an electronic identification account within the following time limit:

(4) Use of level 1 and level 2 electronic identification accounts

(5) Procedures for registering level 1 and level 2 electronic identification accounts
Because level 1 electronic identification accounts can be registered at home, while level 2 electronic identification accounts cannot be registered at home, the registration procedures for level 1 and level 2 electronic identification accounts are different.
