Improve policies and laws to create more job opportunities for workers, limit layoffs, quickly bring workers back to the labor market, and overcome limitations of unemployment insurance policies.
Urgently complete the labor and employment database system, aiming at modern, flexible, proactive labor and employment market management, meeting the requirements of the market and businesses in the process of digital economic development.
Promote sustainable job creation and effective labor use through programs, projects, and credit policies to support job creation; promptly find solutions to gradually reduce the rate of laborers working in the informal sector.
In the third quarter of 2023, issue technical economic norms and unit prices for consulting and job referral services using resources from the Unemployment Insurance Fund. Monitor and compile complete, accurate and timely statistics on developments in the economy and labor market to proactively provide timely support solutions, ensure social security, and reduce difficulties for employees and employers.
Some Social Insurance policies
Perfecting policies and laws on social insurance, ensuring expansion and encouraging employees and employers to participate in social insurance, aiming at the goal of universal social insurance; effectively overcoming the situation of late payment, evasion of social insurance payment and other fraudulent and profiteering acts, limiting the situation of receiving social insurance benefits at one time; ensuring the management and investment of the Social Insurance Fund in a safe, sustainable and effective manner.
By 2025, strive to have about 45% of the working-age workforce participating in social insurance; about 35% of the working-age workforce participating in unemployment insurance.
Continue to promote policy dissemination, application of information technology, digital transformation in state management and organization of implementation of policies and regimes on social insurance.
In 2023, direct the review, complete statistics, and thoroughly resolve problems with individual business owners who have participated in compulsory social insurance, cases of social insurance collection and payment that are not in accordance with regulations, ensuring the rights of social insurance participants; proactively review to promptly detect, propose solutions to handle, and resolve arising cases that are not regulated by the law on social insurance.
Strengthen inspection, examination, strict and timely handling of violations of laws on social insurance and unemployment insurance in accordance with the provisions of law.
The Ministry of Public Security, the Supreme People's Procuracy, and the Supreme People's Court direct agencies to promptly and strictly prosecute, investigate, prosecute, and try acts of evading social insurance and unemployment insurance payments in accordance with the provisions of the Penal Code, Resolution 05/2019/NQ-HDTP dated August 15, 2019 of the Council of Judges of the Supreme People's Court, and relevant legal provisions, protecting the rights of workers.
