According to Deputy Minister of Finance Tran Quoc Phuong, the total state budget investment plan assigned to 13 ministries, agencies and localities is more than 165,000 billion VND, accounting for about 20% of the country's capital. However, Ho Chi Minh City has not yet allocated all of its capital plan.
The group accounts for 20% of the total public investment capital in the country but the disbursement rate is low.
As of March 31, disbursement of 13 local ministries and sectors reached 4.69% of the plan, lower than the national average. Only the Ministry of Justice and Ba Ria-Vung Tau province had a disbursement rate higher than the average.
Frankly admitting shortcomings in disbursement, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said the reason for not fully allocating capital is that newly started projects have not completed investment procedures, so they are not eligible for capital allocation.
The additional medium-term capital was allocated late, but the procedures have now been completed and allocated.
"The city has identified the backlog in disbursement. By the end of May, it will review and fix it to ensure progress is equal to or higher than the national average," said Mr. Cuong, pledging to reach a disbursement rate of 30% by the end of the second quarter.
Currently, the Ho Chi Minh City People's Committee has assigned a single focal point to direct the overall disbursement work.
Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha said that every two weeks, the province holds online meetings on disbursement to the commune level. Provincial leaders come directly to the construction site to reward units that exceed the schedule.
The province has basically resolved the issue of compensation and site clearance for projects, striving to ensure a 100% disbursement rate by 2025.
According to Mr. Bui Minh Thanh, Vice Chairman of Binh Duong province, the bottleneck in disbursement is the construction of compensation unit prices, so the province will complete this work by the end of this month, committing that by the end of June, the disbursement rate will reach 40-45%.
Commitment must have a basis
Acknowledging the above commitment, Deputy Prime Minister Le Thanh Long noted that the commitment must have a basis and must be implemented, there must be changes, demonstrated by disbursement figures. Because he acknowledged that the public investment disbursement situation of 13 ministries, branches and localities is not good.
Meanwhile, the allocated capital accounts for a large proportion, so if not done well, it will affect the whole country. For example, the Ministry of Health only achieved 1.64%, Ho Chi Minh City achieved 3.38%. At the same time, the difficulties and problems mentioned are still inherent, such as site clearance, pricing, construction materials, etc.
Mr. Long said that up to now, there are no more institutional problems, the slow disbursement and inability to spend money are mainly due to subjective reasons.
The Prime Minister has clearly stated the responsibility of leaders, local ministries and branches need to be aware of the importance of this work, correctly assess the situation and have solutions to implement.
He suggested that local ministries and branches need to focus highly and strive to achieve a rate of 100%. "You all have made commitments. I hope our commitments have a basis. The next time we meet, the figures will be much more encouraging than this time," said Mr. Long.
Units need to work directly, go into each specific project to guide difficulties and problems. Pay special attention to the role of the project management board, the enthusiasm of investors, and large projects; follow the instructions of the Ministry of Finance to implement projects in the transitional period without organizing at the district level.
For projects using ODA loans, it is necessary to have a skillful and feasible negotiation plan with sponsors to complete the procedures.
Focus on completing the project items of Hanoi Law University, Campus 2 in Bac Ninh; Project of Campus 2 of Viet Duc and Bach Mai Hospitals in Ha Nam before November 30.
