On the morning of April 3 in Ho Chi Minh City, the Ministry of Education and Training held a training conference on regulations and procedures for organizing the 2025 high school graduation exam.
Information shared by Mr. Huynh Van Chuong - Director of the Department of Quality Management of the Ministry of Education and Training - at the conference showed that the organization of the high school graduation exam in 2025 has many new points compared to last year.
Exam 1 sheet of paper, 48 exam codes
According to Mr. Huynh Van Chuong, this year's exam is organized according to two exam regulations for two different groups of candidates. One is students studying the 2006 general education program but not graduating in 2024 and students studying the 2018 general education program.
The exam questions, subjects, and exam room arrangements are different, so careful preparation is needed to avoid errors related to exam room organization, printing, and distributing exam questions. The exam organization has many new points compared to previous years.
Regarding exam registration, all candidates register online using identification codes, including candidates of the 2006 general education program.
Mr. Huynh Van Chuong emphasized that any department that requires candidates to submit hard copies (except for cases where online registration is not possible) is violating regulations. Regarding the use of foreign language certificates to exempt from the exam, the certificate must be valid until June 25, 2025.
The exam questions and subjects for candidates of the 2006 and 2018 general education programs are different. Candidates studying under the 2006 general education program can choose to take the 2006 or 2018 program. Candidates taking the 2006 program will be assigned a separate exam location and are allowed to bring a geography atlas into the exam room.
For candidates of the 2018 general education program, each candidate takes three exams in the same exam room. Therefore, in one exam room, there can be candidates taking five different subjects at the same time.
Regarding the exam, this year the exam will be printed on an A3 sheet of paper, unlike last year when it was printed on 4-5 A4 sheets. For the two elective subjects, the number of exam codes will increase to 48 per subject - double that of last year.
Candidates for the first exam will be given test codes from 1 to 24, and candidates for the second exam will be given test codes from 25 to 48. Candidates for both the first and second exams must arrive at the beginning of the exam. Candidates for the first exam will return to the waiting room and wait until the end of the exam before leaving. Candidates for the second exam will wait in the waiting room and go to the exam room when it is time to go to the exam room.
Regarding candidates taking multiple exams at the same time in one room, Mr. Chuong reminded the Departments of Education and Training to be very careful when arranging rooms to avoid cases of printing missing questions, wrong questions, putting the wrong exam bags, or even wrong rooms. The departments should pay attention to increasing the number of waiting rooms at the exam sites.
"The number of examination rooms will increase compared to before because candidates register for many different subject combinations. Therefore, it is possible to arrange them into groups of locations to minimize the increase in examination rooms due to many subject combinations with few candidates registering. The exam is printed on a single sheet of paper, candidates take different subjects at the same time in one room, helping to reduce the cost of organizing the exam," Mr. Chuong added.

An exam using two regulations for two different groups of candidates, the organization method changes from exam questions, exam room organization, printing of exam questions... makes the Department of Education and Training worried.
A representative of the Hanoi Department of Education and Training said that this year the city has 250 testing sites, more than 5,000 testing rooms, and more than 120,000 candidates. The large number of candidates makes it difficult for the department to update information, especially candidates who register close to the date.
"Printing and copying exam papers this year is really difficult. This year the department must prepare more carefully and fully when organizing exams for two programs at the same time. We request that the department provide exam papers 1-2 days earlier than last year so that the department can prepare in time. Last year the department sent the papers 11 days in advance. However, the exam papers will be handed over tomorrow, so the printing of the exam papers will be completed the night before" - a representative of the Hanoi Department of Education and Training proposed.
Printing exam papers is also a concern for many other departments of education and training such as Ho Chi Minh City, Lao Cai, Yen Bai, Quang Tri, Dak Lak... A representative of the Ho Chi Minh City Department of Education and Training said that this year, there are about 10,000 candidates taking the exam according to the city's 2006 general education program. Along with the large number of candidates for the 2018 program, the city's education sector is very worried about printing exam papers.
"The Ministry should send the exam papers early to print and copy them, and handle problems when the machines malfunction to ensure progress. Prioritize transferring the exam papers of the 2018 program before 2006, provide a unified code and seal sample to distinguish the two types of papers. The way to print and copy the two exam codes is also different, so the Ministry needs to have specific instructions" - Ho Chi Minh City Department of Education and Training recommended.
In addition to the problem of printing and copying exam papers, the HCM City Department of Education and Training is also concerned about the exam scores for candidates in the 2006 program. The Department recommends that there should be a solution to avoid the situation where there are too few independent candidates in this province and they have to move to another locality to take the exam. This will cause difficulties for the locality to organize.
In addition, the merger of departments and wards also makes it difficult for disabled candidates to confirm their disabilities to receive necessary support when taking the 2025 high school graduation exam. Meanwhile, to help teachers and students get used to the new exam method, the Binh Duong Department of Education and Training said it requires high schools to organize two mock graduation exams.

"Agree to deliver exam papers early to provinces and cities with many candidates"
Regarding the early delivery of exam papers and the transfer of independent candidates from one province to another, Deputy Minister of Education and Training Pham Ngoc Thuong agreed to deliver exam papers early to provinces and cities with many candidates.
Mr. Thuong said that places where many candidates are under pressure to print large copies of exam papers are prone to errors, so flexibility is needed. Last year, some teachers had high blood pressure when printing copies of exam papers because of the pressure to meet deadlines. Therefore, although the printing and copying of exam papers must be done with quality in mind, working conditions must be ensured to avoid errors.
In the case of independent candidates, Mr. Thuong stated that the most important thing is to be favorable to the candidates.
"Wherever the exam is convenient for candidates, 2-3 departments should coordinate to create conditions for candidates and not be afraid of difficulties. Organizing a mock exam like Binh Duong is a good way for teachers and students to get used to the new exam organization. The mock exam must be run for real, organized for real, given real questions, and evaluated for real so that teachers can get used to the new exam method and students can improve on any weak content," said the deputy minister.
How to dissolve the department inspectorate and graduation exam inspectorate?
Inspection is a mandatory activity of the high school graduation exam, carried out by the department inspectors and inspectors appointed by the ministry. However, currently the department and ministry inspectors are being reorganized in the direction of dissolution and merger into other agencies. The Ministry of Education and Training Inspectorate has proposed two options for inspecting the 2025 high school graduation exam.
* Option 1: At the time of the exam and related activities, the Ministry Inspectorate is still a unit of the Ministry of Education and Training, the Department Inspectorate is still a unit of the Department of Education and Training. The basic inspection and examination model remains stable as the model and organization of inspection and examination activities for the 2024 high school graduation exam.
* Option 2: When the inspection agency is reorganized and streamlined, the Ministry of Education and Training will not have a ministry inspection agency and the Department of Education and Training will not have a department inspection agency. The Ministry of Education and Training will perform the task of inspecting the stages of the exam similar to option 1. The Provincial People's Committee, the provincial steering committee and the Department of Education and Training will carry out inspection and examination activities according to the decentralization of responsibilities of the correct management entity and assigned functions and tasks.
