(Dan Tri) - The People's Committee of District 7, Ho Chi Minh City - the locality where a number of cases of collection and disbursement of parent funds have occurred, causing outrage - requested to rectify the collection and disbursement of operating funds of the parent-teacher association.


According to a recently issued document, the People's Committee of District 7, Ho Chi Minh City requested the District Department of Education and Training to advise the District People's Committee to establish an inspection team and organize an inspection of the revenue and expenditure situation at the beginning of the school year to promptly correct the situation of over-collection or collection of illegal fees.

District 7 People's Committee requested strict disciplinary action against principals ofeducational institutions who collect and spend money in violation of regulations (if any).

The Department of Education and Training is responsible for assigning members of the department's leadership to regularly monitor and promptly handle information reflecting from parents and people about violations in the implementation of collection, expenditure and fundraising activities at the beginning of the year at educational institutions, and promptly report to the district leaders and the Department of Education and Training.

The district also assigned the District Finance and Planning Department to coordinate with the Department of Education and Training to inspect the revenue and expenditure situation at the beginning of the school year to promptly correct the situation of over-collection or illegal collection of fees.

District 7 People's Committee also requested school principals to quickly review the activities of the parent-teacher association of classes under their management, report on the implementation and receipt of funding at the unit.

In case the principals of units are reported by public opinion and the press, they must organize a review of the responsibilities of the individuals involved and the heads.

The mistake was made by the parents themselves, the school did not know?

At the beginning of this school year, District 7 was the scene of several incidents related to the collection and disbursement of parent funds in schools, causing public outrage.

One example is the plan of the parent fund to spend all the money in envelopes on teachers with 6 teacher-recognition days a year happening in a 2nd grade class at Vo Thi Sau Primary School.

On a series of holidays during the year such as October 20, November 20, New Year's Day, Lunar New Year, March 8 and the year-end summary, the parent fund of this class has an "envelope" for the homeroom teacher, nanny, and subject department with the expenditure ranging from 1 to 2.5 million VND.

According to the school's explanation, this is an estimated expenditure proposed by the class's parent representative committee, not approved by the homeroom teacher.

The principal explained to the parents that the expense of caring for and training teachers and nannies was against the regulations. At the same time, he requested the parents' representative committee to return the money to the parents who had contributed.

However, this is not the first time at Vo Thi Sau Primary School that the parent fund has "spent a lot" in envelopes for the staff.

Previously, in the 2022-2023 school year, at this school, there was an incident where the list of parent fund expenditures of a class was up to more than 130 million VND, mainly for activities of giving money to homeroom teachers, subject teachers, leaders, school staff, security guards, and buying flowers for the class on Tet holiday.

Of which, the highest expense listed is up to 54 million VND "taking care of her" with a specific amount for the homeroom teacher and nanny, each person is 27 million, in the form of monthly transfer, from September 2022 to May 2023.

For other holidays and Tet such as Teachers' Day, Lunar New Year, Vietnamese Women's Day, International Women's Day, etc., the total expenditure ranges from several million to nearly 20 million VND.

Just like this year’s explanation, according to the leader of Vo Thi Sau Primary School, this plan is implemented by the parents of the class themselves, without going through the homeroom teacher or the school. And the school also requires the parents’ representative committee to stop collecting the fees listed above.

Also in District 7, the statistics of the income and expenditure of the first class fund of this school year of a 6th grade class at Huynh Tan Phat Secondary School caused shock when shared on social networks.

According to the announcement from the homeroom teacher, the total class fund revenue was 70 million VND, but by the beginning of the school year, nearly 66 million VND had been spent, leaving only over 4 million VND left in the fund.

Some expenses listed are "homeroom teacher: 5 million VND, air conditioner: 38.48 million VND, shoe rack: 1.7 million VND, projector: 12.8 million VND, tablecloth: 385,000 VND, light bulb: 990,000 VND, teacher's chair and cabinet: 2.5 million VND, cleaning the floor and classroom: 1 million VND, painting and changing light bulbs: 3 million VND...".

According to the leader of Huynh Tan Phat Secondary School, the parents' representative committee of this class proposed that the school allow the installation of 2 air conditioners, repainting the classroom, cleaning the equipment and classroom floor, installing a projector and equipping the class with shoe racks.

When this proposal had not yet been approved by the principal, parents were worried that the students would be too hot, so the parents' representative committee promoted the installation of air conditioning and projectors.

After that, the class's parent representative committee made a record of receiving and handing over the class's assets to the school's reception committee for management, as well as a memorandum of understanding on lending and donating equipment and assets for teaching and learning.

As for the impractical amounts, the school has requested that they be returned to the parents. The homeroom teacher has also handed over the money she was holding to the parents' representative committee.
