TPO - In the program to implement Resolution No. 24 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region until 2030, with a vision to 2045, submitted to the Prime Minister, Ho Chi Minh City National University has proposed to allow the pilot appointment of the titles of Professor, Associate Professor (GS, PGS) and Assistant Professor.
The pilot is linked to the policy of attracting, nurturing and developing talents, namely young and leading scientists, to implement new training and research programs, serving the rapid and sustainable development of the country. This is considered a breakthrough mechanism for Ho Chi Minh City National University to attract and recruit young and leading scientists to work.

According to the assessment of Ho Chi Minh City National University, the criteria for reviewing the titles of Professor and Associate Professor in Decision No. 37 of the Prime Minister have some issues that are not suitable for practice such as:
The requirement for teaching time is quite long; the calculation of scores based on the number of scientific articles and the number of authors has many unreasonable points; not much attention is paid to the specific factors of the industry and field; some scientific criteria have not been quantified according to international practices such as: funding for topics and projects that candidates bring to the unit; academic activities such as participating in editorial boards, chairing the organization of international seminars and conferences; scientific works contributing to the development and criticism of policies for the Party and State; voting sometimes still has qualitative factors...
Therefore, educational institutions are in a passive position in their strategies for developing new training and research programs, and some majors are not yet on the list of the industry council (such as Materials Science and Technology). Some traditional majors are at risk of no longer having leading professors.
On the other hand, the dependence on the number of publications in international scientific journals leads to the commercialization of publishing. The increasing number of “predatory” journals distorts and reduces the society’s trust in education.
To have a specific pilot mechanism, Ho Chi Minh City National University proposed that the Prime Minister issue a Decision regulating a specific pilot mechanism in the spirit of Resolution No. 45-NQ/TW dated November 24, 2023 of the 8th Conference of the 13th Central Executive Committee on continuing to build and promote the role of the intellectual team, which is:
Promote decentralization and delegation of power towards increasing autonomy and self-responsibility of scientific and technological organizations and higher education institutions in appointing leaders and scientific titles.
Ho Chi Minh City National University is characterized by being a complex of member universities and scientific research institutes in different professional fields, organized into two levels to train at all levels of university education, with a head appointed by the Prime Minister; and a system of closely linked professional support units.
The Council of Ho Chi Minh City National University, the Council of Science and Training, the Council of Quality Assurance, the office and functional departments, member units and affiliated units, so this University has full capacity to implement. This mechanism will be piloted for 5 years and applied within the Ho Chi Minh City National University. When leaving Ho Chi Minh City National University, scientists will no longer hold the titles of Professor and Associate Professor.
The standards for professors and associate professors will follow Decision No. 37 but will be more flexible and adaptable, even adding some requirements according to international practices such as: financial contributions to the unit, policies for the community; participation in domestic and international scientific networks.
Regarding the recognition council, there should be only one council for review, which is the Council of Professors at Ho Chi Minh City National University. The Chairman of the Council of Professors at Ho Chi Minh City National University will sign the decision to recognize and issue certificates of meeting the standards for the title of Professor and Associate Professor to the candidates. The member university or affiliated units will carry out the appointment.
