Regulations on doctoral training at Ho Chi Minh City National University in 2025 have new points

The information was shared at a discussion to solicit opinions on the Doctoral Training Regulations and develop regulations on scientific publication for PhD students in the information technology and electrical and electronic engineering fields at Ho Chi Minh City National University on April 22.

New points in doctoral training regulations in 2025

At the seminar, Associate Professor, Dr. Huynh Kha Tu, Deputy Head of the Training Department, presented the Doctoral Training Regulations and the Scientific Publication Regulations for PhD students in 2025. Associate Professor, Dr. Kha Tu said that compared to the 2022 regulations, the 2025 regulations add a bridging program from university level to doctoral level, through 2 bridging programs from university level to master's level and from master's level to doctoral level.

Regarding PhD student supervisors, the new regulations allow visiting professors appointed by the Director of Ho Chi Minh City National University to participate in teaching and supervising PhD students.

The 2025 doctoral training regulations provide two methods of scientific publication for graduation consideration. Method 1 is for doctoral students who choose to only do research. Method 2 is for doctoral students who both study and do scientific research.

In particular, for method 2, the conditions for scientific publication are not divided by major but will be determined in general throughout Ho Chi Minh City National University. On that basis, training institutions can develop specific regulations according to the characteristics of each study program and major (if necessary).

The doctoral graduation requirements are not lower than those of the Ministry of Education and Training.

At the seminar, Associate Professor, Dr. Tran Thien Phuc, Vice President of the University of Technology (Ho Chi Minh City National University), emphasized the need to increase the source of admission and reduce administrative procedures, creating more favorable conditions for graduate students. He proposed that the industry council should be assigned to evaluate the quality of scientific conferences because the industry council clearly understands the characteristics of scientific publications in its field.

Associate Professor, Dr. Vu Duc Lung, Chairman of the University Council of the University of Information Technology (Ho Chi Minh City National University), said that we should consider allowing good students to pursue doctoral studies (currently, according to international practice, excellent students are considered). In addition, he proposed to have a specific process for closed peer review to ensure transparency.

Professor Phan Thi Tuoi, Chairwoman of the Information Technology Interdisciplinary Council, shared that most PhD students in Vietnam do not study full-time, and their training time is often long. According to Professor Tuoi, allowing research activities to be converted into credits is a solution to shorten training time while still ensuring quality.

Associate Professor, Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, also emphasized the need for innovation, breakthroughs, and improvement of the quality of doctoral training, especially in the fields of information technology and electronics. The discussion sought consensus on the regulations on doctoral graduation conditions at Ho Chi Minh City National University, ensuring quality and not lower than the regulations of the Ministry of Education and Training.
