Ho Chi Minh City National University promotes autonomy, drastically reduces the number of civil servants receiving salaries from the state budget

Reducing management units and reducing civil servants receiving salaries from the state budget is the result of Ho Chi Minh City National University in implementing Resolution No. 18-NQ/TW for the period from 2015 to 2024.

Ho Chi Minh City National University has only 18% of employees receiving salaries from the budget.

The above information was shared at the Workshop summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee: Some issues on continuing to innovate and reorganize the apparatus of the streamlined political system, operating effectively and efficiently at the Party Committee of Ho Chi Minh City National University. The workshop was organized by Ho Chi Minh City National University on December 20.

Dr. Le Thi Anh Tram, Head of the Party Organization Committee of Ho Chi Minh City National University, reported on the implementation of Resolution No. 18-NQ/TW in the past time, highlighting some achievements in the implementation work.

Accordingly, in the period from 2015 to 2024, Ho Chi Minh City National University has reduced 3 management units, accounting for 10% of the streamlining of the apparatus. The number of officials receiving salaries from the state budget/total number of officials working at this University has gradually decreased over time. Specifically, in 2015, Ho Chi Minh City National University had 3,502/5,603 officials receiving salaries from the state budget (accounting for 62.5%). By 2024, the number of officials receiving salaries from the state budget will be only 1,154/6,400 officials (accounting for 18%). This result has exceeded the target set by the resolution when in nearly 10 years, this University has reduced more than 2,300 officials receiving salaries from the state budget.

In 2024, Ho Chi Minh City National University will have 24/36 financially autonomous units in group 2 (accounting for 66%) and 12/36 financially autonomous units in group 3 (accounting for 34%); reducing 27% of regular expenditure (178 billion) from the state budget compared to 2021.

Streamlining units with overlapping functions and tasks

Speaking at the conference, Associate Professor Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, said that the university has thoroughly grasped and drastically implemented the resolution and achieved many positive results. Accordingly, the university has promoted university autonomy and limited dependence on the state budget.

"In recent times, Ho Chi Minh City National University has tried to streamline units with overlapping functions and tasks. This is also a necessary direction in the coming time," said the Director of Ho Chi Minh City National University.

At the workshop, delegates basically agreed with the draft report, highly appreciated the results that Ho Chi Minh City National University achieved in the process of implementing Resolution No. 18-NQ/TW, and had many profound opinions contributing to the development of Ho Chi Minh City National University in the coming time.

Previously, in the Government's plan to reorganize and streamline the apparatus, two national universities (Hanoi National University and Ho Chi Minh City National University) were proposed to be transferred to the Ministry of Education and Training for management. Deputy Prime Minister Tran Hong Ha also chaired a meeting with the Ministry of Education and Training and the two national universities on the reorganization project. The directors of the two national universities affirmed that the policy of reorganizing and streamlining the apparatus is an opportunity for the two units to restructure and become two leading centers for training and fostering high-quality talents and science and technology in the country.

The two national universities are proactively reviewing, rearranging, and streamlining their affiliated units to address existing shortcomings, inadequacies, and limitations, focusing on development goals and missions. In particular, the Director of Ho Chi Minh City National University said that the university will terminate the operations of ineffective units and focal points; merge and supplement functions and tasks of departments and units with overlapping and overlapping functions.
