By 2030, develop into a fairly developed province in the country.
On the afternoon of July 6, the People's Committee of Quang Tri province held a conference to announce the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050.
Speaking at the opening of the conference, Chairman of the Quang Tri Provincial People's Committee Vo Van Hung said that the planning aims to create a legal corridor in planning socio-economic development strategies; orient new development spaces; unlock resources; effectively exploit the province's potential and strengths and strongly promote investment attraction activities.
Accordingly, the provincial planning has determined the goal that by 2030, Quang Tri will reach a development level among the group of fairly developed provinces in the country, with a basic economic structure of an industrial - service province; be one of the comprehensive economic centers of the North Central and Central Coast regions, a logistics and transit center of goods in Southeast Asia and traffic corridors in the ASEAN region, the Mekong sub-region (GMS).
By 2050, Quang Tri will become a province with a strong economy with the main structure being industry and services and will be one of the driving forces for development in the North Central and Central Coast regions; national defense and security will be ensured, and people will have a prosperous and happy life.
Specific target in the period 2021-2030, the average gross regional domestic product (GRDP) growth rate reaches 8.2%/year. Economic structure: agriculture accounts for about 10.5%; non-agriculture accounts for about 84.5%; product tax minus product subsidy accounts for about 5%. Average GRDP per capita reaches about 140-170 million VND/year.
Mobilizing investment capital for social development reached about 434 trillion VND. The province is in the good group of the country in terms of Digital Transformation Index (DTI), Administrative Reform Index (PAR Index), Satisfaction Index of People and Organizations with Services of State Administrative Agencies (SIPAS) and Public Administration Performance Index (PAPI) and is increasingly improving the Provincial Competitiveness Index (PCI).
To realize the above objectives and create strong changes in socio-economic development, the Quang Tri Provincial Planning has proposed 4 breakthroughs. Specifically, building a synchronous transport infrastructure to facilitate the development potential of the province; strongly improving the investment and business environment, creating a dynamic investment and business environment for the North Central region; by 2030, completing the digital transformation in all three pillars: digital government, digital economy, digital society, linked with administrative reform and smart cities; preparing and improving the quality of human resources.
Along with 4 breakthroughs, the Provincial Planning also identifies 8 key tasks to guide the development of industries, sectors and localities in the area. In particular, focusing on building Quang Tri into a clean energy center of the Central region by 2030; developing tourism into a spearhead economic sector.
Along with that, strongly develop logistics services in Cam Lo, Gio Linh, Southeast Quang Tri Economic Zone, Lao Bao Special Economic and Commercial Zone and La Lay International Border Gate; form 12 dry port logistics centers (ICD) with an area of 267 hectares; gradually build the Lao Bao - Densavan common cross-border economic and commercial zone; develop My Thuy port to become a regional and world cargo transit center...
Planning with breakthrough thinking and long-term vision
Speaking at the conference, Deputy Prime Minister Le Thanh Long said that the planning of Quang Tri province has been carefully, methodically and scientifically prepared, opening up a new development space for the next 10 years and orientation for the next 20 years; concretizing the direction of the Prime Minister in Decision No. 776/QD-TTg dated June 8, 2020 on approving the task of formulating the provincial planning. The planning is built with a breakthrough mindset and long-term vision on the basis of promoting different potentials, outstanding opportunities, competitive advantages from nature, people, cultural traditions, history, as well as overcoming the shortcomings and limitations of the province.
To implement and complete the set planning goals, Deputy Prime Minister Le Thanh Long emphasized that Quang Tri needs to urgently implement the planning with a specific action program and plan, clearly assign tasks and responsibilities among agencies; organize the methodical and effective implementation of the set tasks; and pay attention to investing in completing the socio-economic infrastructure in a synchronous manner.
Along with that, promoting economic restructuring associated with growth model innovation, increasing labor productivity, enhancing the competitiveness of industries and fields with strengths and potential on the basis of digital transformation, science and technology and innovation, increasing the value of knowledge content.
Focus on promoting administrative reform, strongly improving the business investment environment, enhancing competitiveness; focus on investing in education and training.
Regarding industry, develop wind power in coastal areas, Con Co island and potential areas... Develop trade and logistics services in potential areas; build and develop Quang Tri into an attractive tourist destination with historical and cultural characteristics in the Central region.
At the conference, Quang Tri province granted investment approval decisions and investment approvals to 8 projects; granted investment registration certificates to 1 project; and granted documents approving investors to study and propose investment policies for 5 projects.
