Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1701/QD-TTg dated December 27, 2023 approving the Planning of Binh Thuan province for the period 2021 - 2030, with a vision to 2050.

Binh Thuan develops 3 pillars: industry, services, agriculture

By 2030, Binh Thuan aims to continuously improve the living standards and social welfare of its people, aiming for inclusive sustainable development, ensuring that all people have easy access to development opportunities and enjoy the fruits of the development process. Promote economic restructuring, innovate growth models. Mobilize and use resources reasonably and effectively for comprehensive development on the basis of creating a modern and sustainable development ecosystem.

Binh Thuan develops and applies science and technology, innovates, promotes green growth, forms a low-waste economy, focusing on developing 3 pillars: (1) Industry, with the core being clean energy industry, renewable energy, processing and manufacturing industry, high-tech industry organized into industry clusters; (2) Services, with types of resort tourism services, health care, entertainment, sea sports; training services and research and application of science and technology; logistics services; (3) Agriculture, with the focus on ecological agriculture, applying high technology with agricultural production chains - processing industry.

By 2030, Binh Thuan will become a province with dynamic, rapid and sustainable development; strong, rich from the sea, with a per capita income (GRDP) higher than the average of the region and the whole country; a national and international center for sea tourism and resort; one of the green energy centers of the country, contributing to reducing greenhouse gas emissions, fulfilling the commitment to achieve zero net emissions by 2050; aiming to form one of the training and technology development centers of the region and the country. National defense, security and sovereignty over seas and islands are firmly guaranteed; Party organizations and political systems are strong; the great solidarity of the people is strengthened.

Average GRDP growth rate reached 8%

Specifically, in terms of economy, Binh Thuan strives for an average GRDP growth rate of 7.5 - 8.0% in the 2021-2030 period, of which: Industry - construction increases by 11 - 12%/year (Industry increases by 12 - 13%/year, construction increases by 10 - 11%/year); services increase by 7.0 - 7.5%/year; agriculture, forestry and fishery increase by 2.5 - 3.0%/year.

Economic structure: Industry - construction accounts for about 44 - 48%; service industry accounts for 31 - 34%; agriculture, forestry and fishery account for about 15 - 16% and product tax accounts for 5 - 6% in the province's GRDP.

Average GRDP/person is about 7,800-8,000 USD.

In terms of society, Binh Thuan strives for an average income per capita in 2030 that is 2.7 - 3.5 times higher than in 2020; reducing the poverty rate by an average of 0.4 - 0.6%/year (according to the poverty standards of each period).

Labor structure: The proportion of labor in agriculture, forestry and fishery accounts for 29.4%; industry - construction 30.8%; services 39.7%.

Prioritize the development of renewable energy and clean energy projects

In terms of development direction, the processing and manufacturing industry is developing strongly. In particular, promoting the development of the processing industry of agricultural, forestry and aquatic products with the province's advantages to increase added value; creating conditions and implementing well investment incentive policies to attract projects to produce high-tech industrial products, electrical equipment, electronic components, machinery assembly, automobiles, motorbikes, supporting industries for the renewable energy and new energy sectors.

Develop the power generation industry, soon becoming the national energy center, to ensure a stable supply, meeting the demand for energy and electricity for socio-economic development, ensuring national defense and security; prioritize the development of renewable energy and clean energy projects such as wind power, especially offshore wind power and hydrogen, solar power, LNG gas power; research to maximize the exploitation of hydropower potential on irrigation lakes, reservoirs, pumped storage hydropower; review and adjust the area and scale of onshore wind power planning according to current regulations and in accordance with the practical situation of each region, ensuring space for other industries and fields with advantages to develop and contribute positively to the socio-economic development of the locality.

Promoting digital transformation in agriculture

Building, transferring and replicating high-tech agricultural production models; forming concentrated, large-scale, highly competitive, environmentally friendly and climate change-adaptive production areas, increasing farmers' income.

Promote digital transformation in agriculture, develop organic, green, ecological, circular agricultural production, reduce greenhouse gas emissions; develop specialized areas associated with the potential and strengths of the Province; build and develop high-tech agricultural zones in areas and localities with potential and advantages in terms of raw materials, markets and infrastructure to improve product quality and competitiveness.

Building Binh Thuan into an international sea sports and tourism center

Prioritize investment in all resources, develop Binh Thuan tourism into a spearhead economic sector of the Province, build Binh Thuan into a national and international Sea Sports - Tourism Center. Maintain the image of Binh Thuan tourism as "Safe - friendly - quality", with the core being Mui Ne National Tourist Area to become a green and smart tourist destination (one of the leading destinations in the Asia - Pacific region).

Develop and diversify high-quality tourism products based on the strengths of the sea. Attract investment in tourism complex projects, high-end resorts associated with entertainment, recreation, trade, services, sports, casinos. Form and develop a number of large-scale, modern conference, seminar, exhibition, shopping, and entertainment centers in Mui Ne national tourist area and potential key tourist areas of the Province.

Forming vertical tourism development links (North-South) linked to the high-speed railway on the North-South axis, National Highway 1A and the North-South Eastern Expressway. Horizontal tourism development links (East-West) connecting tourist areas with the Central Highlands provinces, the Southern provinces of Laos, and the Northeastern provinces of Thailand. Linking tourist routes with localities in the region, inter-regions and the whole country; promoting the development of international tourist routes.

Building Binh Thuan into a regional logistics center

Binh Thuan develops transportation and logistics services by road, rail, sea and air, becoming an important economic sector of the province. Strongly develop seaport services associated with economic zones and industrial parks to promote processing and export activities of agricultural, aquatic and mineral products, etc.; attract investment in ports to serve tourism development. Build Binh Thuan into one of the logistics centers of the South Central and Southern Central Highlands regions.
