Deputy Prime Minister Tran Hong Ha has just signed Decision No. 89 dated January 23, 2024 approving the National Strategy for protecting, caring for and improving people's health until 2030, with a vision to 2045 (Strategy).
The goal of the Strategy is that all people enjoy quality health care services, live in a safe community, develop physically and mentally, and contribute to improving the quality of life and the quality of human resources for the cause of national construction and defense.
Strengthening prevention and control of newly emerging infectious diseases
The strategy sets specific goals for disease prevention and control, especially for newly emerging infectious diseases; ensuring health security, responding promptly to climate change and public health emergencies; gradually controlling disease risk factors, improving capacity for managing the medical environment, non-communicable diseases, occupational diseases, accidents and injuries, and improving people's health.
Improve the quality and efficiency of the healthcare service delivery network from central to grassroots levels to respond to changes in disease patterns, international integration and the 4.0 industrial revolution; build a strong primary healthcare system; narrow the gap in disease and mortality between regions, areas and ethnic groups. Develop non-public healthcare, strengthen public-private coordination in healthcare service provision.
Maintain the replacement fertility rate, reduce the fertility gap between regions and groups; bring the sex ratio at birth to a natural balance; take advantage of the golden population structure; adapt to population aging; distribute the population reasonably and improve population quality. Focus on health care for mothers, children, the elderly and priority groups.

Developing medical human resources in both quantity and quality
Develop health human resources in terms of quantity, quality and structure, especially human resources for primary health care, rural areas, ethnic minority areas, mountainous, border and island areas; move towards achieving a reasonable structure between doctors and nurses; ensure balance between training and use of health human resources.
Scientific research, application of high technology in disease prevention, detection, diagnosis and treatment, research and development of pharmaceuticals and medical equipment are focused; digital transformation is promoted, promoting the role of information technology in management, operation and professional medical activities.
At the same time, ensure access to and availability of quality medicines, biological vaccines, medical supplies and equipment at reasonable prices, meeting the people's needs for disease prevention and treatment; prioritize the development of domestic pharmaceutical, medicinal materials and medical equipment industries. Food safety control is based on risk assessment, chain production and business, and food traceability.
Increase the proportion of public spending on health, improve efficiency in allocating and using the budget and resources for health, and achieve the goal of universal health insurance. Prioritize the state budget for preventive medicine, primary health care, health care in ethnic minority areas, mountainous areas, border areas, islands, coastal areas, and disadvantaged areas.
The work of building and implementing laws and health policies continues to be innovated, ensuring quality, completeness and consistency; the capacity of health system management is improved towards effectiveness, efficiency, transparency, modernity and integration.
By 2045, the healthcare system will be modern.
By 2045, the healthcare system will develop modernly, integrate internationally, improve the quality of healthcare services on par with advanced countries in the region, meet the increasingly high and diverse healthcare needs of the people, and achieve universal healthcare coverage.

To improve the capacity for disease prevention and control associated with innovation in grassroots healthcare, the Strategy implements increased investment in the preventive healthcare network, testing capacity, ensuring sufficient capacity for forecasting, monitoring and early detection of epidemics, timely and effective control of epidemics and public health emergencies; strengthen management of non-communicable diseases, control of disease risk factors; promote management and treatment of non-communicable diseases, chronic diseases, long-term care at grassroots healthcare...

Implementing improvement and equity in access to medical examination and treatment services
In order to improve the quality of medical examination, treatment, rehabilitation and patient satisfaction, the Strategy aims to improve and be fair in accessing quality medical examination, treatment and rehabilitation services, shorten the gap between levels and regions, gradually implement comprehensive patient care, especially for vulnerable groups, medical examination and treatment under health insurance, policy subjects; perfect the treatment regimen, process, and guidelines for modern medicine, traditional medicine, standardize disease codes according to international standards...
At the same time, the Strategy implements innovation in the distribution mechanism, ensuring adequate supply of quality, safe, effective, and reasonably priced medicines, vaccines, medical supplies, and equipment for disease prevention, medical examination, treatment, prevention of natural disasters, catastrophes, public health incidents, and other urgent needs; developing medicinal materials and products from domestic medicinal materials into a field of high-quality and high-value goods production, competitive in the domestic and world markets... .
