The education development strategy to 2030, with a vision to 2045, recently approved by the Prime Minister, states: 'By 2030, Vietnam's education will reach the advanced level of the Asian region and by 2045, it will reach the advanced level of the world'.
The Prime Minister has just issued Decision No. 1705/QD-TTg dated December 31, 2024 approving the Education Development Strategy to 2030, with a vision to 2045. It includes the general goal: "By 2030, Vietnam's education will reach the advanced level of the Asian region and by 2045, it will reach the advanced level of the world".

The strategy sets specific targets for each level of education by 2030. For example, in preschools, the rate of school attendance will reach 38% of nursery-age children and 97% of kindergarten-age children. Strive for 99.5% of preschool children to attend school two sessions a day; the number of children attending private preschools will reach 35%.
Strive for 100% of solid classrooms; over 65% of kindergartens to meet national standards.
In general education, the rate of attendance at the right age for primary school reached 99.5%, for lower secondary school reached 97%; the rate of completion of primary school reached 99.7%, for lower secondary school reached 99% and the rate of completion of high school reached 95%; the rate of transition from primary school to lower secondary school reached 99.5%, from lower secondary school to high school and other levels reached 95%; 100% of primary school students study 2 sessions/day.
Strive for the rate of solid classrooms at primary, secondary and high schools to reach 100%; 70% of primary schools, 75% of secondary schools and 55% of high schools to meet national standards.
Regarding university education, the strategy states: the number of university students per 10,000 people must reach at least 260, the proportion of university students in the age group of 18-22 must reach at least 33%, the proportion of international students studying university education programs in Vietnam must reach 1.5%; the proportion of lecturers with doctoral degrees must reach at least 40%.
Regarding continuing education: Strive for the literacy rate of people aged 15-60 to reach 99.15%; of which the literacy rate of people aged 15-60 in particularly disadvantaged areas and ethnic minority areas will reach 98.85%. 90% of provinces will meet the literacy rate of level 2.
Strive to have 10 administrative units participating in UNESCO's Global Network of Learning Cities by 2030.
Building and amending many laws on education and training
The strategy also states that it is necessary to perfect institutions, review and perfect the legal system, mechanisms and policies on education and training and related fields in a scientific, modern, synchronous and interconnected direction, suitable to the international integration process and the reality in our country, creating a complete legal corridor for the development of education and training.
Develop the Law on Teachers; research and propose the development of the Law on Lifelong Learning; review and propose amendments and supplements to the Law on Education, the Law on University Education, and the Law on National Defense and Security Education.
Perfecting investment mechanisms and policies for education and training in the direction of the State playing a leading role, while promoting the socialization of education and mobilizing the effective participation of the whole society in the cause of education and training.
"Review and perfect preferential policies on land, credit and tax for all educational institutions; create incentives to promote cooperation and fair competition in the network of public and private educational institutions, and encourage the private sector to invest in educational development," the strategy stated.
