On September 21, Deputy Prime Minister Le Thanh Long signed Decision No. 1017/QD-TTg approving the program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050".

According to the decision, the general goal is that by 2030, Vietnam will train and develop a quality workforce in the semiconductor industry, focusing on the stages of semiconductor chip design, packaging and testing; gradually grasping technology in the semiconductor manufacturing stage; including training at least 50,000 human resources with university degrees or higher to serve the semiconductor industry in all stages of the value chain in the semiconductor industry.

By 2050, Vietnam will have a strong workforce, joining the global semiconductor industry value chain; capable of meeting the development requirements of the Vietnamese semiconductor industry in both quality and quantity.

The program sets out specific goals: by 2030, strive to train at least 50,000 human resources with university degrees or higher to serve the semiconductor industry. Of which, at least 42,000 engineers and bachelors will be trained; at least 7,500 master's students and 500 postgraduates will be trained; at least 15,000 human resources will be trained in the design stage, at least 35,000 human resources will be trained in the production, packaging, testing and other stages of the semiconductor industry; and at least 5,000 human resources will be trained with in-depth expertise in artificial intelligence to serve the semiconductor industry.

In addition, in-depth training on the semiconductor industry for 1,300 Vietnamese lecturers teaching at research institutes, universities, training support facilities and enterprises.

The Government stated that, based on the ability to balance, the state budget will support investment to form, upgrade and modernize 4 national-level shared semiconductor laboratories and grassroots semiconductor laboratories serving the training of human resources in the semiconductor industry at about 18 public universities in the 3 regions of the North, Central and South...

To achieve the set goals, the decision also clearly states 7 groups of tasks and implementation solutions, including the Government will research and develop specific mechanisms and policies to promote cooperation among the state - schools - enterprises, with a number of policy orientations.

The Government will research and develop mechanisms and policies to attract domestic talents, overseas Vietnamese, and international experts in the semiconductor and artificial intelligence industries to work in Vietnam with competitive salary and bonus mechanisms compared to other countries in the region; preferential personal income tax policies; support for long-term work visas; simplify administrative procedures for international experts; support for education, healthcare, social welfare, and accommodation for relatives of highly qualified human resources, lecturers, and senior experts working in the semiconductor industry in Vietnam.

Regarding the group of tasks and solutions for investment in infrastructure, facilities, and technology for training, the central budget supports investment in equipment and copyrighted software to form, upgrade, and modernize basic-level semiconductor laboratories to serve the training of human resources for the semiconductor industry at 18 public universities. The central budget supports investment, construction, upgrading, and modernization of 4 national-level shared semiconductor laboratories at the National Innovation Center, Hanoi National University, Ho Chi Minh City National University, and Da Nang City.

The Government will prioritize scholarships for students studying talent training programs and for students studying semiconductor industry training programs according to regulations of higher education institutions.

The Government assigned the Ministry of Education and Training to guide higher education institutions in developing a project to propose training of highly qualified human resources to serve the development of the semiconductor industry; select training programs of higher education institutions and issue training plans according to the program's objectives.
