In July 2024, Khanh Hoa Provincial People's Committee submitted a report to the Ministry of Transport and the Civil Aviation Authority of Vietnam on the Van Phong Airport Planning Project for the period 2021 - 2030, with a vision to 2050. The location of Van Phong Airport was studied in Van Thang Commune, Van Ninh District (Bac Van Phong). The project implementation area is about 65km from Nha Trang City, about 101km south of Cam Ranh International Airport and about 49km north of Tuy Hoa Airport. The total planning area of Van Phong Airport is about 497ha. The planned airport planning area is located entirely on the coastal water surface, without residents, protective forests, mangrove forests, historical relics and no planning for boat anchorage or storm shelters. In the first phase, Van Phong airport will be invested with a capacity of 1.5 million passengers/year, according to ICAO level 4E design standards and level I military airport. The Northeast - Southwest runway is 3,050m long, the airport elevation is expected to be +5.00m. The implementation period is from 2023 to 2029. Khanh Hoa province has proposed 3 investment options for Van Phong airport under the public-private partnership (PPP) method. Accordingly, option 1, the State supports the relocation. PPP investors invest in the complete construction of airport infrastructure. For option 2, PPP investors invest in a number of essential works including the construction of passenger terminals, aircraft parking lots, and traffic infrastructure. The State budget invests in the remaining items including airport leveling; construction of runways and taxiways; construction of works to ensure flight operations. The final option is that the State budget (central budget and local budget) will carry out the relocation support work; invest in works to ensure flight operations; and partially support the leveling of the airport area. The PPP investor will invest in the remaining items, including leveling the civil aviation area; building the airport area, civil aviation area; and connecting traffic system. Based on analysis and evaluation, in order to ensure reasonableness and feasibility, option 3 has been proposed by Khanh Hoa province for study and implementation. With the proposed scale as above, the preliminary total investment for the construction of Van Phong airport in the first phase is about 7,892 billion VND (excluding interest), meeting the needs of 1,500,000 passengers/year, equivalent to 600 passengers/peak hour. Of which, the State budget is proposed to support about 2,150 billion VND to implement the project to invest in works to ensure flight operations; support part of the airport leveling work. The BOT investment capital is about 5,742 billion VND, including equity capital and commercial loans mobilized by the investor. The expected payback period is about 47 years.
