That is the proposal of the Institute for Policy Development, Ho Chi Minh City National University, on practical policies related to teachers based on the results of "Research on teachers' lives in Binh Thuan, Tay Ninh and Hau Giang provinces".
Ensuring the feasibility of teachers' salary and allowance policies
Within the framework of the project "Research on the lives of teachers in the Southern region: Experiments in Binh Thuan, Tay Ninh and Hau Giang provinces", the Institute for Policy Development of Ho Chi Minh City National University conducted research, interviewed 132 education managers, teachers at all levels and surveyed 12,505 teachers in the three localities in September and October. The research results showed a lot of important information related to teachers' income, life, pressure, and motivation to pursue their career.
On that basis, the Institute for Policy Development of Ho Chi Minh City National University has made proposals directly related to salaries and allowances for teachers.
According to this proposal, the draft Law on Teachers has determined that "the basic salary according to the teacher salary scale is ranked highest in the administrative career salary scale system". Many teachers interviewed were very excited that this is a breakthrough regulation, contributing to increasing the income of teachers, especially young teachers and preschool teachers, helping them feel secure in their work and dedication to education. However, many teachers are also concerned that the implementation of this policy in practice will be slow due to lack of resources.
"Therefore, in our opinion, to ensure feasibility in practice, it is necessary to make a comprehensive assessment of the implementation resource capacity and put it in relation to the salary reform process in the spirit of Resolution 27-NQ/TW," the research group recommended.

Proposal on retirement regime for teachers
Regarding retirement for teachers, the research group agrees with the proposal of the draft Law on Teachers: "Teachers in preschools and schools for the disabled can retire at a lower age but not more than 5 years older than the regulations and will not have their pension rate deducted due to early retirement."
However, it is necessary to consider additional conditions for teachers at all levels to retire earlier than the current retirement age depending on their health and wishes and to take unpaid leave for up to 5 years when eligible for social insurance, but are allowed to find another job more suitable for the individual to cover living expenses without having to participate in social insurance.
In addition, it is necessary to consider issuing policies on financial incentives (bank loans with preferential interest rates based on seniority or commitment to the number of years of work for young teachers). Establish a national financial support fund for young teachers, teachers of special subjects, talented teachers, teachers working in special areas, etc.
