Developing public passenger transport by electric vehicles
According to delegate Nguyen Ngoc Son (Hai Duong Delegation), Clause 2, Article 5 of the draft Law stipulates the policy of "prioritizing the development of public passenger transport by bus".
Delegates believe that such regulations are not appropriate. Development of public passenger transport involves many types and means of transport, so general regulations should be in the direction of "prioritizing the development of large-scale public passenger transport" to ensure greater coverage.
Mass transit is a specialized term that includes urban railways (metros, trams, elevated trains, monorails, trolleybuses), and bus systems (bus rapid transit- BRT, buses).
Along with that, it is necessary to add the content of prioritizing the development of public passenger transport in conjunction with the roadmap to limit personal vehicles in large cities. At the same time, it is necessary to specify the policy of prioritizing road development to serve vulnerable groups (people with disabilities, the elderly, children, pregnant women, etc.) in the provisions of the Draft.

Delegate Huynh Thi Anh Suong (Quang Ngai Delegation) said that regarding the development policy for road activities, it is necessary to add regulations on prioritizing the development of public passenger transport by electric vehicles. Currently, a form of public passenger transport by electric vehicles has been formed. It is predicted that this type will develop in the future.
“There should be a priority policy to develop (electric vehicles - PV) into a popular means of transport, in line with the general trend of the world, contributing to the development of green transport and environmental protection,” delegate Huynh Thi Anh Suong suggested.
Regulations on picking up and dropping off students by car
Commenting on the activities of transporting students by car, delegate Nguyen Thi Mai Thoa (Hai Duong Delegation) said that it is very necessary for the law to have separate regulations to strictly manage the activities of transporting students between their residence and place of study, or participating in other school activities. Because children are weak and vulnerable. In fact, there have been many tragic accidents related to transporting students.

Considering that the most important contents of this activity have been stipulated in the Law on Road Traffic Order and Safety, delegates proposed that the draft Road Law only needs to stipulate: The activity of transporting students by car is one of the types of passenger transport that must fully comply with general regulations on passenger transport.

However, delegate Nguyen Hai Dung (Nam Dinh Delegation) said that it is quite difficult to develop these two draft laws separately, especially since related contents are regulated in the two draft laws.
“There are many issues that need to be distinguished and considered to decide whether to regulate one or both laws. For example, with school buses, one person is the driver and one person is the student manager. The draft Road Law stipulates that drivers must have at least 2 years of experience in passenger transport. However, the draft Road Traffic Order and Safety Law only stipulates the manager…”, delegate Nguyen Hai Dung cited.
Focus on rural transport
Delegate Tran Thi Thu Phuoc (Kon Tum Delegation) suggested that there should be regulations to attract maximum non-budgetary resources to develop transport infrastructure. According to the delegate, in Clause 1, Article 5, the draft Law mentions more specific policies to support the improvement of rural roads, especially in mountainous areas, remote areas, and areas with many difficulties.

The drafting committee needs to research and propose policies to mobilize all resources to build rural transport infrastructure, especially in mountainous areas, remote areas, such as having preferential policies for enterprises investing in construction and socialization...

At the discussion session, Minister of Transport Nguyen Van Thang received the opinions of the National Assembly deputies. Based on the opinions of the National Assembly deputies in the group, the Drafting Committee had a report on initial acceptance and explanation.

Reporting to clarify the contents raised by delegates, the Minister of Transport said that regarding general issues such as content and scope of regulation, the Ministry will closely coordinate with the Ministry of Public Security to review, ensure consistency, no duplication and convenience in application.
Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong said: There were 24 delegates speaking, 1 delegate debating, 17 delegates registered but did not speak due to time running out, and requested that delegates send their opinions to the Secretary General of the National Assembly for synthesis.
