The North-South high-speed railway construction project, one of Vietnam's key transport projects, is attracting special attention from management agencies, experts and businesses.
On November 20, discussing at the National Assembly about the policy of implementing the North-South high-speed railway project, many delegates emphasized the need to place orders for domestic enterprises to participate.
In particular, Delegate Nguyen Van Than (Thai Binh delegation) - Chairman of the Vietnam Association of Small and Medium Enterprises (VINASME) proposed to focus on 3 economic sectors, in which priority should be given to the private sector to participate in the construction of this important project.
According to Mr. Than's analysis, allowing the private economic sector to participate in project construction can help save 30% compared to the state economic sector because "the level of large enterprises and even small and medium enterprises is different from before. If the assignment is given in a serious and fair manner, private enterprises can completely do it.
"The Government sets out a problem with private enterprises through specific contracts, paying on time, and certainly Vietnamese private enterprises can completely do it. What is lacking, enterprises will proactively pay to rent abroad, and the Government will only inspect, supervise, and pay," said a delegate from Thai Binh.

According to the Chairman of VINASME, if domestic enterprises are mobilized, it will create positive effects. Therefore, he suggested including the proposal to place orders with private enterprises in the resolution and "not just write about creating conditions for non-state enterprises but assigning tasks to avoid group interests".
Regarding capital, the delegate said that it is necessary to try to limit foreign capital as much as possible, and should use capital from the people with attractive interest rates. If the Government guarantees, it is completely possible.
On the same day, at the seminar "High-speed railway - Opportunities and challenges for Vietnamese enterprises", enterprises shared the same view that the implementation of the high-speed railway project is a great opportunity for Vietnamese enterprises and contractors, but also faces many difficulties, and needs to be facilitated to implement the project quickly and effectively.
Mr. Tran Cao Son - Deputy General Director of Central Construction Group Corporation shared that to participate in large projects such as high-speed railways, enterprises need large investment capital. Meanwhile, currently, accessing bank capital is still very difficult.
Enterprises expect the State to have a support mechanism to help enterprises easily access preferential loans, thereby implementing projects effectively. Financial mechanisms must be adjusted appropriately to help enterprises maximize their capabilities.
Meanwhile, according to Mr. Mai Thanh Phuong - Chairman of the Board of Directors of Railway Construction Corporation (RCC), it is necessary to determine that the project is a fair game and businesses need to be considered partners, not passive participants. In order for domestic businesses to participate, there must be a level playing field and transparent information.

"The project will have very complex bidding packages and require clear evaluation scales on financial capacity and construction participation criteria. The Government needs to identify these issues soon to avoid the situation where businesses cannot participate in important bidding packages," the Chairman of the Board of Directors expressed.
In addition, according to Mr. Phuong, during this period, the establishment of a system of standards, appraisal processes and allocation of bid packages will determine the success of the project.
Meanwhile, emphasizing the role of close cooperation between enterprises, Colonel Nguyen Tuan Anh - Deputy General Director of Truong Son Construction Corporation, contractors need to cooperate closely with each other and increase exchanges and learn from international experiences because the high-speed railway project requires high technology. Vietnamese enterprises cannot work alone, but need coordination between contractors. Cooperation and mutual support will help Vietnamese enterprises overcome difficulties and improve competitiveness."
"Recently, cooperation between Vietnamese enterprises in major projects such as the North-South Expressway has brought positive results. This is a typical example of how domestic contractors can coordinate to jointly implement major projects," Colonel Nguyen Tuan Anh emphasized.
