According to the draft Law on Road Traffic Order and Safety, drivers will not need to carry vehicle documents if the information of these documents has been synchronized into the electronic identification account.
Proposal for cases where vehicle registration is not required when participating in traffic
According to Clause 1, 2, Article 38 of the draft Law on Road Traffic Safety and Order, it is stipulated as follows:
- Drivers participating in road traffic must have a driving license appropriate to the type of vehicle they are driving, except for motorbike drivers as stipulated in Article 38 of the draft Law on Road Traffic Safety and Order. When participating in traffic, drivers must carry the following documents:
+ Vehicle registration certificate;
+ Driving license appropriate to the type of vehicle being driven;
+ Certificate of technical safety and environmental protection inspection for motor vehicles according to the provisions of law;
+ Certificate of compulsory civil liability insurance of motor vehicle owners.
If the information of the above documents has been synchronized into the electronic identification account, you do not need to bring them.
- The driver of a specialized motorbike must have a license or certificate to drive a specialized motorbike suitable for the type of specialized motorbike being driven and one of the types of driving licenses specified in Clause 1, Article 39 of the draft Law on Road Traffic Safety or a certificate of training in road traffic law. When participating in traffic, the driver of a specialized motorbike must carry the following documents:
+ Vehicle registration certificate;
+ Driving license or certificate or certificate of training in road traffic law;
+ Certificate of technical safety and environmental protection inspection for specialized motorbikes according to the provisions of law;
+ Certificate of compulsory civil liability insurance as prescribed by law.
If the information of the above documents has been synchronized into the electronic identification account, you do not need to bring them.
Thus, people do not need to carry vehicle documents when participating in traffic if the information of the above documents has been synchronized into the electronic identification account.
Will VNeID be presented instead of vehicle registration if checked by traffic police?
Clause 5, Article 54 of the draft Law on Road Traffic Safety stipulates that when patrolling and controlling, traffic police have the right to stop vehicles participating in road traffic in the cases specified in Article 55 of the draft Law on Road Traffic Safety to check people, vehicles, goods, luggage, vehicle documents and vehicle drivers to detect and prevent violations of the law.
In case the vehicle and driver's document information has been synchronized into the electronic identification account, control of that document information is carried out on the electronic identification account;
Thus, when the Traffic Police stops a vehicle to check documents, the driver has the right to present document information on the VNeiD application if it has been synchronized to the identification account.
