Proposal for central government to allocate nearly 3.4 billion USD budget for Thu Thiem

In this dispatch, the Ho Chi Minh City People's Committee said that according to related planning, the Thu Thiem - Long Thanh railway line is identified as a national railway.

According to the Ho Chi Minh City Master Plan for the period 2021-2030, with a vision to 2050 and the project to adjust the Ho Chi Minh City Master Plan to 2040, with a vision to 2060, there are 4 railway lines serving the connection between Tan Son Nhat Airport and Long Thanh Airport, including 3 urban railway lines (metro) No. 2, No. 4, No. 6 and the Thu Thiem - Long Thanh national railway line. Currently, 3 metro lines are being studied by Ho Chi Minh City, prioritizing investment according to specific and special mechanisms and policies approved by the National Assembly in Resolution No. 188/2025/QH15 (February 19, 2025).

Pursuant to the provisions of the 2017 Railway Law, the Thu Thiem - Long Thanh railway line is under the investment responsibility of the Ministry of Construction; localities are responsible for organizing investment, construction, management and exploitation of urban railways in their management areas.

On April 4, 2025, Deputy Prime Minister Tran Hong Ha issued an official dispatch directing the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province to report to the People's Council to assign the People's Committee of Ho Chi Minh City as the competent authority to implement the project in accordance with the provisions of the Law on Public Investment as proposed by the Ministry of Construction.

Ho Chi Minh City People's Committee then sent an official dispatch requesting the Ministry of Construction to promptly complete the dossier to adjust the railway network planning for the 2021-2030 period, with a vision to 2050, including considering adjusting the type of Thu Thiem - Long Thanh railway line and submitting it to the Prime Minister for approval as soon as possible.

The Ho Chi Minh City People's Committee said that the city is currently focusing resources on investing in the urban railway network system. In case of implementing the Thu Thiem - Long Thanh railway project with a preliminary total investment of nearly 3.4 billion USD in the form of public investment, the Ministry of Construction is requested to report to the Government and the Prime Minister to approve the project investment using central budget capital.

The Ho Chi Minh City People's Committee will closely coordinate with the Ministry of Construction to review specific and special mechanisms and policies issued by the National Assembly in Resolution No. 188, and propose adjustments and supplements to facilitate the implementation of the Thu Thiem - Long Thanh railway project and urban railway projects in Ho Chi Minh City.

The Ho Chi Minh City People's Committee requested the Ministry of Construction to preside over and coordinate with the Ministry of Finance to report to the Government for consideration and approval of adding the Thu Thiem - Long Thanh railway to the list of projects attached to Resolution No. 188 of the National Assembly. Promptly review and submit to the Prime Minister for approval the adjustment of the Railway Network Planning for the period 2021-2030, with a vision to 2050.

The Ministry of Construction reports to the Prime Minister for consideration and direction on the contents including investment form, project investment capital source (in the direction of public investment, using central budget capital). At the same time, assign Ho Chi Minh City and Dong Nai province to carry out procedures according to regulations, report to the Prime Minister for consideration and decide to assign Ho Chi Minh City People's Committee as the competent authority to implement the project. The Ministry of Construction promptly hands over all existing research results of the Thu Thiem - Long Thanh railway line so that Ho Chi Minh City People's Committee can carry out the next steps immediately after the Prime Minister decides to assign the competent authority to implement the project...
