Proposal to submit to the National Assembly the Lao Cai – Hanoi railway project

Continuing the 41st session, on the morning of January 7, the National Assembly Standing Committee gave opinions on the preparation for the 9th extraordinary session of the 15th National Assembly.

Head of the National Assembly Office and Secretary General of the National Assembly Le Quang Tung said that the 9th extraordinary session of the National Assembly is expected to last about 4.5 days.

In which, the last day is arranged to vote, pass bills, resolutions and consider and decide on personnel work under authority (if any).

The session is expected to open after the Party Central Committee Conference and close at the end of February 2025.

According to the Plan to amend and supplement laws and resolutions serving the work of reorganizing the apparatus of the National Assembly's agencies, the National Assembly Standing Committee will submit to the National Assembly for comments and approval at the 9th Extraordinary Session the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and other laws related to the organization and operation of the National Assembly.

In addition, based on the policy of the competent authority on holding an extraordinary session at the end of February 2025 to consider amending and promulgating relevant laws and resolutions on restructuring and streamlining the apparatus, based on the proposals of the agencies and the Resolution of the National Assembly Standing Committee, the Secretary General of the National Assembly proposed that at the extraordinary session, the National Assembly will consider and approve 7 urgent contents to deploy and implement the restructuring of the apparatus.

These include the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and other laws related to the organization and operation of the National Assembly; the Law on Organization of the Government (amended); the Law on Organization of Local Government (amended) and a number of related resolutions and personnel work under its authority (if any).

In addition, the Government proposed to include three other contents in this extraordinary session, including: Draft Law on Promulgation of Legal Documents (amended); Draft Law on Management and Investment of State Capital in Enterprises; Report on the pre-feasibility study of the Lao Cai – Hanoi – Hai Phong railway investment project.

Regarding voter contact activities, the Secretary General of the National Assembly said that in previous extraordinary sessions, due to the short time frame of the sessions and the limited amount of content, the National Assembly delegations did not organize voter contact before and after the sessions.
