Proposal to pay up to 5 million VND to those who provide information on traffic violations

The level of support for individuals and organizations providing information reflecting traffic violations of one case shall not exceed 10% of the administrative fine, maximum 5 million VND/case.


The Ministry of Public Security has just submitted to the Government a draft Decree on management and use of funds collected from administrative fines for violations of road traffic order and safety and vehicle license plate auctions after payment to the State budget.

Traffic police are increasing the receipt of information from people reporting violations of traffic safety.

In this latest draft, the Ministry of Public Security proposes to establish a budget corresponding to 85% of the amount collected from administrative fines for traffic safety violations and 30% of the amount collected from the auction of license plates of the previous year that have been submitted to the State budget for the Ministry of Public Security; 15% of the amount collected from administrative fines for traffic safety violations of the previous year is estimated for the People's Committees of provinces and cities.

Regarding expenditure content, the agency drafting the decree proposed estimated expenditure for investment and purchase of equipment and means to ensure traffic safety; construction and operation of information systems and databases; and rental of houses and means.

Next is the expenditure on purchasing gasoline, oil, and other fuels to ensure traffic safety; to investigate and resolve traffic accidents; to operate hotlines; to reward and apply technology; to train officers and soldiers...

Regarding the expenditure level, the Ministry of Public Security proposes a number of contents stipulated in Articles 5 and 6 of the above Decree as follows:

Allowance for officers and soldiers directly involved in ensuring traffic safety at night is not more than VND 200,000/person/shift (1 shift is 4 hours or more, night work time is from 10pm the previous day to 6am the following day), half a shift (2 hours) is not more than VND 100,000/person, maximum 10 shifts/month.

Overtime allowance for civil servants, public employees and local forces directly involved in ensuring traffic safety during the day shall not exceed VND 100,000/day/person, maximum of 10 shifts/month.

For night shifts, the cost does not exceed VND 200,000/person/shift (1 shift is 4 hours or more, night work time is from 10pm the previous day to 6am the next day), for shifts (2 hours), the cost does not exceed VND 100,000/person, maximum 10 shifts/month.

Notably, the Ministry of Public Security proposed that the level of support for individuals and organizations providing information reflecting administrative violations of traffic safety in one case should not exceed 10% of the amount of administrative fine, up to a maximum of 5 million VND/case.

Recently, many violations were punished by traffic police after people reported them.

Explaining the proposals for supporting individuals and organizations providing information reflecting traffic violations, the drafting agency said that the level of support for this is very important, and many advanced countries in the world are applying it.

In Vietnam, the traffic police force receives information from citizens through channels and social networks as a basis for fines. If this policy is applied, each citizen will be a link in supporting the police to ensure traffic safety.

The Ministry of Public Security also noted that the payment of the above support costs for information providers must have full documents as prescribed, and if necessary, the identity of the information provider must be kept confidential.
