The Ministry of Finance said that in order to continue supporting cost reduction for businesses and people in 2023, the Ministry proposed to continue reducing fees and charges in 2023.
Accordingly, the collection rate of 36 fees and charges will continue to be reduced. The application period is from July 1, 2023 to December 31, 2023.
The draft clearly states that from July 1, 2023 to December 3, 2023, the collection rate of some fees and charges will be reduced from 10% to 50%.
Specifically, the fee for granting a license to establish and operate a bank is equal to 50% of the fee collection rate prescribed in Point a, Section 1, Fee Collection Rate Schedule in Clause 1, Article 4 of Circular No. 150/2016/TT-BTC stipulating the collection rate, collection and payment regime for fees for granting a license to establish and operate a credit institution; license to establish a foreign bank branch, representative office of a foreign credit institution, other foreign organizations with banking activities; license to operate and provide intermediary payment services for organizations that are not banks.
The fee for appraisal of construction investment feasibility study reports or the fee for appraisal of economic-technical reports is equal to 50% of the fee collection rate specified in the Schedule of fees for appraisal of construction investment projects (fee for appraisal of construction investment feasibility study reports or fee for appraisal of economic-technical reports) issued together with Circular No. 28/2023/TT-BTC stipulating the collection rate, collection, payment, management and use of fees for appraisal of construction investment projects.
The fee for exploiting and using environmental data is equal to 70% of the fee rate specified in the Table of fees for exploiting and using environmental data issued together with Circular No. 22/2020/TT-BTC stipulating the collection rate, collection, payment, management and use of fees for exploiting and using environmental data.
The fee for exploiting and using water resources implemented by central agencies is equal to 80% of the fee collection rate prescribed in the Table of fee collection rates for exploiting and using water resources implemented by central agencies issued together with Circular No. 01/2022/TT-BTC stipulating the collection rates, collection, payment, management and use of fees for exploiting and using water resources implemented by central agencies.
Fees for food safety work are equal to 90% of the fee collection level specified in the Fee Schedule for food safety work issued together with Circular No. 67/2021/TT-BTC regulating the collection level, collection, payment, management and use of fees for food safety work...
According to the draft, from January 1, 2024 onwards, the collection rates of fees and charges specified in the above Table shall comply with the provisions of the original Circulars and amended, supplemented or replaced Circulars (if any).
