The Vietnam Maritime Administration has just given its opinion on the proposal to approve the policy of establishing an anchorage area for large passenger ships and yachts to transfer passengers through the International Marina Park Port in Nha Trang.
There is no wharf to receive tourist ships up to 225,000 GT.
Ana Marina Nha Trang Joint Stock Company has just proposed the Ministry of Transport approve the investment policy to establish an anchorage area for large passenger ships and yachts.
Ana Marina Nha Trang Joint Stock Company proposed an anchorage location on Nha Trang Bay, about 2km north of the International Marina Park port (Illustration photo).
The anchorage area is about 100 hectares with 1 anchorage point for passenger ships and yachts with a capacity of up to 225,000 GT and 2 anchorages for passenger ships and yachts with a capacity of up to 85,000 GT. Implementation progress in 2024-2025.
In the Master Plan for the Development of Vietnam's Seaport System for the 2021-2030 Period, with a Vision to 2050 approved by the Prime Minister, the Nha Trang Port Area of Khanh Hoa Seaport has a planning scope including land and water areas in Nha Trang Bay; functions include international passenger terminals and marinas, being an international sea tourism hub (developed in accordance with demand and ensuring the promotion of the value of Nha Trang Bay); ship size for passenger ships up to 225,000 GT and cruise ships and yachts.
The anchorage areas for transshipment, avoidance and storm shelters in Van Phong, Nha Trang, Cam Ranh, and some islands in Truong Sa island district have ship sizes suitable for actual conditions.
In the detailed planning of seaports, ports, wharves, buoys, water areas, and water regions for the period 2021 - 2030, with a vision to 2050, submitted by the Ministry of Transport to the Prime Minister, Nha Trang port area plans 3 ports (including 5 wharves) to meet the demand for cargo handling from 0.1-0.2 million tons, passengers from 349.9 thousand to 392.9 thousand passengers. Anchorage areas, transshipment areas, storm shelters in Van Phong, Nha Trang, Cam Ranh, and some islands of Truong Sa island district.
The Ministry of Transport has also agreed on the policy of adding a wharf to the North of Nha Trang Port to receive international passenger ships up to 225,000 GT.
According to the Vietnam Maritime Administration, Nha Trang port area currently includes Nha Trang Port, International Marina Park Port and anchorage area A, anchorage area B on Nha Trang Bay receiving passenger ships and yachts.
Currently, at Nha Trang port area, there is no wharf that can receive tourist passenger ships with a capacity of up to 225,000 GT. Only wharf No. 3 of Nha Trang Port can receive passenger ships with a capacity of up to 60,870 GT or ships with a length of no more than 240m.
In the past, the reception of international passenger ships through Nha Trang port area was carried out in the form of international passenger ships coming directly to wharf No. 3 - Nha Trang port or international passenger ships coming to anchor at anchorage area A and anchorage area B of Nha Trang bay. Then, using tenders (transfer ships) of passenger ships to transport tourists from the anchorage area to Nha Trang port (the distance from the anchorage area to Nha Trang port is about 0.7 nautical miles, equivalent to 1,300m).
What does the Maritime Administration say?
It must be said that, after the incident of wharf No. 3 - Nha Trang Port breaking down in April 2024, the operation of receiving international tourist ships by sea at Khanh Hoa seaport in general and Nha Trang port area in particular encountered difficulties.
The Vietnam Maritime Administration has worked with the People's Committee of Khanh Hoa province and local agencies and businesses to discuss solutions to remove difficulties in tourism activities receiving foreign tourists by sea.
In order to overcome difficulties in receiving tourist ships by sea when the seaport infrastructure in Khanh Hoa currently does not meet the requirements, the Vietnam Maritime Administration agreed on the necessity of expanding the seaport waters of Khanh Hoa province, Nha Trang Bay area to the North and establishing a pilot pick-up and drop-off area, an anchorage area in the North of Nha Trang Bay to promptly receive tourist ships to Nha Trang at the end of 2024 and 2025 (about 100 tourist ships).
Regarding the proposal of Ana Marina Nha Trang Joint Stock Company, compared with related planning, Vietnam Maritime Administration assessed that the proposed location to establish an anchorage area is within the scope of research to expand the seaport water area in Nha Trang wharf area and does not overlap with the planning of ports in Nha Trang wharf area in the period of 2021 - 2030, with a vision to 2050.
The location of the anchorage is in a sea area with a natural elevation of -9.8m to -12.3m (nautical chart system) to accommodate passenger ships of up to 225,000 GT with a full load draft of 9.3m and no dredging is required.
To remove difficulties in tourism activities receiving foreign tourists by sea at Khanh Hoa seaport, Vietnam Maritime Administration supports the proposal of Ana Marina Nha Trang Joint Stock Company.
In case the Ministry of Transport approves the policy of establishing an agreement on investment in the construction of temporary seaport infrastructure, the Vietnam Maritime Administration proposes that the Ministry of Transport request Ana Marina Nha Trang Joint Stock Company to conduct a depth survey of the sea area to accurately determine the location of the anchorage area to ensure sufficient conditions for anchoring of passenger ships and not to perform dredging, and submit to the Vietnam Maritime Administration for approval of the agreement on investment in the construction of temporary seaport infrastructure.
Enterprises organizing exploitation must comply with legal regulations on maritime safety and security, fire prevention and fighting, environment, oil spill response, use of water surface, sea areas and related legal regulations.
