Proposal to increase "huge" capital at the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area
Thuy Duong Company Limited proposed to adjust the total investment from more than 29 billion VND to 4,544 billion VND for the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area in Lam Dong.

Lam Dong Province Department of Construction has just commented on the proposed adjustment of the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area (invested by Thuy Duong Company Limited).
According to the document requesting adjustment of the investment project, Thuy Duong Company Limited proposed to adjust the objective of the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area from "upgrading and restoring the landscape of the scenic relic area, using it for the purpose of organizing outdoor sightseeing and entertainment activities" to "upgrading and restoring the landscape of Than Tho Lake Tourist Area, using it for the purpose of organizing outdoor sightseeing and entertainment activities; forming an international and regional-scale tourist area, imbued with national identity, suitable for the flower and light festival space typical of Da Lat; investing in the construction of urban resort works, sightseeing and entertainment, ... to serve domestic and international tourists to stay, visit and relax".
According to the Department of Construction of Lam Dong province, based on the Project to adjust the General Planning of Da Lat city and surrounding areas to 2030, with a vision to 2050 (approved by the Prime Minister in Decision No. 704/QD-TTg dated May 12, 2014), the area of about 39 hectares is identified as landscape park land and water surface (Than Tho Lake), oriented as "a large urban park connecting natural forest landscapes outside the city and famous landmarks, an ideal place for major events, festivals, conservation space, education and sightseeing about natural ecology, exhibition space, education and organization of cultural and artistic activities, space for sports events") is appropriate.
The remaining area of about 79 hectares (not yet allocated land) is identified as landscape green land and mixed tourism land (oriented to the function of "high-class resort tourism" with high-class resort-style accommodation facilities). Therefore, the Department of Construction believes that this adjustment goal is basically appropriate. However, this agency proposes not to mention "forming an international and regional tourist area" because it is not oriented in the general planning; at the same time, use words that are consistent with the functional orientation of "resort resort" instead of "urban resort project".
According to the document requesting adjustment of the investment project, Thuy Duong Company Limited proposed to adjust the project scale to about 118 hectares, including 31.5 hectares of area I (protecting relics), 86.5 hectares of area II (upgrading, embellishing, exploiting, ...) including specific implementation stages, however, there are no contents on the project scale for the area with an area of about 39 hectares according to the content of the Detailed Planning approved by the People's Committee of Da Lat City in Decision No. 3151/QD-UBND dated October 20, 2023, but the scale of investment in construction works in the area of 39 hectares has not been clearly determined.
Therefore, the Department of Construction proposes to supplement the scale of investment in construction of the project according to the approved detailed planning scheme; the height index as proposed in Table 3 (page 19, Project Description) has some items with a height of 3 floors which is not suitable with the detailed planning; supplement the height management index for the item "symbolic construction".
For the area of about 79 hectares (land not yet allocated), Lam Dong Province Department of Construction said that there is no basis to consider the suitability because there is no approved detailed planning.
Thuy Duong Company Limited proposed to adjust the total investment from VND 29,637,000,000 to VND 4,544,157,402,000, in which the method of determining the total investment of the projects is determined according to the provisional unit price provided by the unit, which is not suitable for cost management according to regulations (Decree No. 10/2021/ND-CP dated February 9, 2021 of the Government).
Regarding the technical infrastructure system, the current status of the area has Ho Xuan Huong road (20m wide) across the central area of the project; 22KV power line with connection point in the North of the project; PVC DN100 water supply pipe connecting to Tay Ho tank cluster; stormwater drainage into the existing stream, so it is convenient to connect the technical infrastructure system (traffic, electricity supply, water supply, surface drainage) of the project.
The option of installing a separate wastewater pipeline, connecting to the wastewater collection and treatment system of Da Lat city is suitable. However, the collection solution must meet the requirements of environmental protection according to regulations, absolutely not allowing wastewater to leak into the environment, especially into the water source of Than Tho Lake.
According to the Department of Construction, the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area is located in the upstream area of Than Tho Lake, so it is necessary to have protection solutions and not have activities that pollute water sources.
Therefore, the Department of Construction recommends that investors supplement the ground elevation, minimize the leveling of natural terrain; ensure the slope along traffic routes with vehicles is ≤10%; assess the impact of climate change and update hydrometeorological data in recent years (data provided by competent authorities) as a basis for calculating drainage plans (note to calculate for surrounding water basins); study the arrangement of settling ponds to collect surface water to proactively regulate water when necessary and protect the environment; contact the units managing technical infrastructure systems in the area (traffic, electricity supply, water supply, drainage, information) to agree on connection plans; supplement the content of assessing environmental protection, fire prevention and fighting safety (get consensus from specialized management agencies).
Regarding the project's ability to connect traffic with neighboring areas, the connection plan, connecting technical infrastructure, social infrastructure, currently, the Than Tho Lake Landscape Upgrading and Restoration Project only connects with neighboring areas via Ho Xuan Huong route, the North leading to the suburbs of Da Lat City (Wards 11, 12) has low population density, low traffic volume so basically has little impact.
However, the southern part of the route connecting to the center of Da Lat city, when the number of tourists and vehicles increases and enters the city center, it will increase pressure on the traffic system and urban infrastructure.
The current status of the traffic system and urban infrastructure of Da Lat city is showing signs of overload, unable to keep up with the speed of urban development (in recent years, some local traffic jams and some local flooding have appeared).
However, the authorities have also had many solutions to overcome this (such as expanding roads, building belt roads, opening many new inner-city routes, installing traffic lights, dividing traffic, expanding canals, renovating regulating lakes, etc.); at the same time, there have been programs and plans for investing in developing Da Lat urban area in a synchronous, modern, and environmentally friendly direction; in which there have been calculations to meet the development and increase of projects according to the planning (including the project to upgrade and restore the landscape of Than Tho Lake Tourist Area).
