Proposal to increase monthly allowance for 2 groups of youth volunteers

(Chinhphu.vn) - The Ministry of Home Affairs is drafting a Decree adjusting the monthly allowance regime for youth volunteers who completed their missions in the resistance war and youth volunteers in the Southern region who participated in the resistance war from 1965 to 1975.

The Ministry of Home Affairs proposed to increase monthly allowances for youth volunteers who completed their missions in the resistance war and youth volunteers in the South who participated in the resistance war from 1965 to 1975.

The Ministry of Home Affairs said that on July 27, 2011, the Prime Minister issued Decision No. 40/2011/QD-TTg on the regime for youth volunteers who have completed their missions in the resistance war. In which, Article 3 on the monthly allowance regime stipulates: " Youth volunteers who have completed their missions and returned to their hometowns and are no longer able to work and live alone, without support, will be considered for a monthly allowance of 360,000 VND ".

At the same time, to ensure that the monthly allowance is adjusted in accordance with the adjustment of social policies, Clause 1, Article 3 of Decision No. 40/2011/QD-TTg stipulates: " This allowance level will be adjusted accordingly when the Government adjusts the monthly allowance level for the subjects specified in Decree No. 13/2010/ND-CP dated February 27, 2010 of the Government on amending and supplementing a number of articles of Decree No. 67/2007/ND-CP dated April 13, 2007 of the Government on policies to support social protection subjects " (At this time, the standard level of social assistance is 180,000 VND/month according to Decree No. 13/2010/ND-CP dated February 27, 2010. Thus, the monthly allowance for youth volunteers is determined to be twice the standard level of social assistance).

On October 21, 2013, the Government issued Decree No. 136/2013/ND-CP adjusting the standard social assistance level to VND 270,000/month. On that basis, on July 5, 2016, the Prime Minister issued Decision No. 29/2016/QD-TTg adjusting the monthly allowance for youth volunteers who completed their tasks in the resistance war to VND 540,000/month.

Along with the policy for youth volunteers who have completed their missions in the resistance war according to Decision No. 40/2011/QD-TTg of the Prime Minister, on October 6, 2017, the Government issued Decree No. 112/2017/ND-CP stipulating the regime and policies for youth volunteers in the Southern region who participated in the resistance war from 1965 to 1975, accordingly: " Youth volunteers in the Southern region who are no longer able to work and live alone, without support, will be considered for a monthly allowance of 540,000 VND. This allowance level will be adjusted accordingly when the Government adjusts the monthly allowance level for youth volunteers who have completed their missions in the resistance war as prescribed in Decision No. 40/2011/QD-TTg dated July 27, 2011 of the Prime Minister ".

However, in the past, monthly allowances for youth volunteers have not been adjusted in time with the adjustment of social assistance standards.

According to the Ministry of Home Affairs , the adjustment to increase the subsidy level for 02 groups of youth volunteers according to Decision No. 40/2011/QD-TTg and Decree No. 112/2017/ND-CP is extremely necessary, contributing to ensuring life and reducing difficulties for the youth volunteers, who have devoted their youth to the two resistance wars of the Fatherland, and are now old, weak, and lonely, with no one to rely on.

In the draft Decree adjusting the monthly allowance regime for youth volunteers who completed their tasks in the resistance war and youth volunteers in the Southern base participating in the resistance war from 1965 to 1975, the Ministry of Home Affairs proposed 2 applicable subjects:

1. Youth volunteers who have completed their missions in the resistance war are receiving monthly allowances according to Decision No. 40/2011/QD-TTg dated July 27, 2011 of the Prime Minister regulating the regime for youth volunteers who have completed their missions in the resistance war.

2. Southern grassroots youth volunteers who participated in the resistance war from 1965 to 1975 are receiving monthly allowances according to Decree No. 112/2017/ND-CP dated October 6, 2017, stipulating the regime and policies for Southern grassroots youth volunteers who participated in the resistance war from 1965 to 1975.

Benefit level and time of benefit

According to the draft, the monthly allowance is equal to 02 times the social assistance standard prescribed in Clause 1, Article 1 of Decree No. 76/2024/ND-CP dated July 1, 2024 amending and supplementing a number of articles of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government regulating social assistance policies for social protection beneficiaries.

When the Government issues a document stipulating the new social assistance standard level (currently stipulated in Decree No. 76/2024/ND-CP), the monthly allowance level for youth volunteers as stipulated above will continue to be adjusted to 02 times the new social assistance standard level stipulated in the document amending, supplementing or replacing the social assistance standard level.

Benefit period: from September 1, 2025.

According to the draft, if the above-mentioned youth volunteer has passed away since September 1, 2025 but has not had his allowance adjusted according to this regulation, the funeral organizer will be entitled to receive the difference in the allowance adjustment from September 1, 2025 to the month the youth volunteer passed away.
