On the morning of February 7, the Provincial People's Committee held a meeting to approve the content submitted to the Provincial People's Council meeting and the content under the authority of the Provincial People's Committee. Comrade Pham Ngoc Nghi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Committee co-chaired the meeting.
The meeting approved the content submitted to the Provincial People's Council session by members of the Provincial People's Committee.
At this meeting, members of the Provincial People's Committee focused on discussing and giving opinions on the draft Resolution on the establishment, merger and dissolution of specialized agencies under the Provincial People's Committee. The draft Resolution will be submitted by the Provincial People's Committee to the Provincial People's Council for approval at the upcoming session of the People's Council to implement the arrangement and streamlining of the apparatus in accordance with the Party's policy in Resolution No. 18-NQ/TW.
Director of the Department of Home Affairs Bach Van Manh reported at the meeting.
According to the report of the Department of Home Affairs, currently, Dak Lak province has specialized agencies under the Provincial People's Committee including: Department of Home Affairs; Department of Justice; Department of Planning and Investment; Department of Finance; Department of Industry and Trade; Department of Agriculture and Rural Development; Department of Transport; Department of Construction; Department of Natural Resources and Environment; Department of Information and Communications; Department of Labor - Invalids and Social Affairs; Department of Culture, Sports and Tourism; Department of Science and Technology; Department of Education and Training; Department of Health; Provincial Inspectorate; Office of the Provincial People's Committee; Department of Foreign Affairs; Ethnic Minorities Committee. The total staff assigned to specialized agencies under the Provincial People's Committee is 10,745 staff.
According to the draft Resolution, the Provincial People's Committee develops a plan to reduce from 19 specialized agencies under the Provincial People's Committee to 13 specialized agencies (reducing 06 specialized agencies).
Specifically, merge the Department of Planning and Investment and the Department of Finance into the Department of Finance; merge the Department of Transport and the Department of Construction into the Department of Construction; merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development into the Department of Agriculture and Environment; merge the Department of Information and Communications and the Department of Science and Technology into the Department of Science and Technology; merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs; establish the Department of Ethnic Minorities and Religions, on the basis of the Provincial Ethnic Minorities Committee receiving the original status of the Religious Committee under the Department of Home Affairs; dissolve the Department of Foreign Affairs and transfer the original status of the functions and tasks of the Department of Foreign Affairs and all civil servants and employees of the Department of Foreign Affairs (except the Department's Leadership Board) to the Provincial People's Committee Office.
Regarding the organization within the specialized agencies under the Provincial People's Committee, after the reorganization, 28 administrative units (including: 04 offices, 05 inspectorates, 02 branches, 17 specialized departments) were reduced by 20.7% and 10 public service units under the department were reduced.
Comrade Nguyen Tuan Ha - Permanent Vice Chairman of the Provincial People's Committee spoke at the meeting.
According to the draft and the above-mentioned plan for organizational arrangement, the organizational structure of specialized agencies and public service units under the Provincial People's Committee has been basically streamlined, the functions and tasks between agencies and units have been clearly defined according to each sector and each field of state management in the province, overcoming the overlapping and interference of functions and tasks between sectors and fields before the arrangement; ensuring the principle that one agency or unit performs many functions and tasks and one task (one job) is only assigned to one agency or unit to preside over and take primary responsibility; the internal organization arrangement contributes to streamlining the organizational structure, increasing human resources for professional and technical work, reviewing, eliminating and reducing intermediary organizations in accordance with the Party's policy in Resolution No. 18-NQ/TW. In addition, streamlining the organizational structure contributes to restructuring the staff, civil servants and public employees, improving the quality of the staff and streamlining the payroll associated with implementing policies to attract human resources to work in the public sector.

Speaking at the meeting, comrade Pham Ngoc Nghi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested that relevant units proactively advise the Provincial People's Committee so that immediately after the Resolution is approved by the Provincial People's Council, the Provincial People's Committee promptly issues a Decision regulating the functions and tasks of units with changes in assigned functions and tasks; ensuring timely implementation of tasks, not leaving tasks vacant, affecting the operation of the apparatus, the work of people and businesses.
He also requested relevant units and individuals to comply well with the arrangement and organization; promote the pioneering and exemplary spirit of cadres and party members when assigned and arranged new tasks.
