Proposal to universalize preschool education for children from 3 to 5 years old

The Ministry of Education and Training has just submitted a draft document "On the development of a National Assembly Resolution on universalizing preschool education for preschool children from 3 to 4 years old" to the Government.

Pay proper attention to universalizing preschooleducation for children aged 3-4 years old.

According to current data from the Ministry of Education and Training, each year more than 5.1 million preschool children are nurtured, cared for and educated at 15,256 preschools and 17,444 independent preschool education facilities nationwide.

Of these, there are 4,556,771 children of preschool age from 3 to 5 years old. The rate of mobilization of children in nursery schools reached 34.6%, while the rate of mobilization of preschool children reached 93.6%.

However, a large number of preschool children from 3 to 4 years old - mainly living in difficult areas and belonging to disadvantaged groups - have not had access to preschool education, leading to inequality in access to education.

According to the Proposal of the Ministry of Education and Training, the current Law on Education only stipulates universal education for children aged 5. Therefore, in order to be able to universalize preschool education for preschool children from 3 to 5 years old as the target set in Resolution No. 42-NQ/TW ("by 2030, complete universal preschool education for preschool children from 3 to 5 years old") and Conclusion No. 91-KL/TW (requiring "Gradually implement universal preschool education for children aged 3 and 4"), it is necessary to amend and supplement the Law on Education. However, this is a process that requires time for comprehensive assessment to handle many complex contents.

Meanwhile, the issuance of the National Assembly Resolution will be a timely legal basis, creating conditions for localities to develop and implement plans to universalize preschool education at the right age in accordance with the direction of the Central Government. At the same time, this will provide enough time to prepare the necessary conditions in terms of facilities, staff and implement universalization according to a suitable roadmap, ensuring the feasibility of the goal of completing universal preschool education for preschool children by 2030, and gradually completing universalization at the right age for 3 and 4 year old children.

The issuance of the National Assembly Resolution in the current context is urgent, aiming to institutionalize the Party's policies and guidelines, while at the same time being consistent with the legal provisions in Clause 2, Article 15 of the Law on Promulgation of Legal Documents. The policies in the draft Resolution are not contrary to, do not overlap with, and do not contradict current Laws.

The draft Resolution proposes universalizing preschool education for preschool children from 3 to 5 years old and stipulates necessary mechanisms and policies for implementation.

The goal is that by 2030, 100% of provinces and centrally-run cities will be recognized as meeting universal preschool education standards for preschool children (level 1); by 2035, meeting universal preschool education standards at the right age for preschool children (level 2).

To achieve this goal, the Ministry of Education and Training proposes to focus on the following three policy groups:

Policy for preschool children of universal age

Supplement preferential policies for preschool children in disadvantaged areas to ensure the rate of mobilizing children to preschool education facilities to be nurtured, cared for, and educated according to the preschool education program.

Supplementing the target group of preschool children from 3 to 5 years old studying at licensed private and public facilities, whose parents or caregivers are workers or laborers working in industrial zones under labor contracts - are supported with study costs.

Proposal to increase the lunch allowance for preschool children from 3 to 5 years old compared to the current level.

Policy for managers, teachers and staff

Apply attraction subsidies to newly recruited preschool teachers from the 2025-2026 school year to work in public facilities performing universalization tasks.

Provide financial support for managers, teachers and staff at preschool education facilities (excluding those with foreign investment or partnerships) to carry out universalization tasks. Prioritize investment in development and improvement of staff quality, ensuring sufficient preschool teachers according to prescribed standards.

It is expected that the Politburo will add about 21,427 staffing quotas for the 2026-2030 period, after balancing the number of staffing positions that are currently lacking and need to be supplemented.

Investment policy for developing school and class network

Focus on removing difficulties related to land policies, credit loans, and prioritizing public asset leasing; at the same time, promote the socialization of preschool education.

Create conditions for individuals, businesses, and organizations at home and abroad to invest in developing private and non-public preschool education facilities - especially independent facilities in industrial parks, export processing zones, and densely populated urban areas.

The State will prioritize investment in building enough schools/classes to meet universal education needs, first of all in disadvantaged and especially disadvantaged areas, ethnic minorities, mountainous areas, border areas, coastal areas and islands.

Currently, the Ministry of Education and Training is soliciting comments on the draft Resolution on the Ministry's Electronic Information Portal.
