In the draft decree replacing Decree 94 of the Government regulating incentive mechanisms and policies for NICs, the Ministry of Planning and Investment proposed to add a number of incentives compared to current regulations.

Specifically, NIC is proposed to enjoy some incentives on land and tax. Accordingly, the center is allowed to lease land for a period of 50 years in high-tech zones, exempted from all land rent for the entire lease term. The center is not subject to land rent in the case of using assets attached to the land for business, leasing, joint ventures, and associations.

For Hoa Lac facility, NIC applies the above regulations; exempts infrastructure usage fees for the leased land area located in the area subject to infrastructure usage fees (for technical infrastructure works invested by the state); exempts all compensation, site clearance, support and resettlement costs. The state budget supports all site leveling costs for the central facility investment project.

The Center is exempted from import tax on goods to create fixed assets, imported goods used directly for scientific research, technology development, development of technology incubation activities, incubation of science and technology enterprises, and technological innovation according to the provisions of the Law on Export Tax and Import Tax.

NIC Hoa Lac is exempted from import tax on raw materials, supplies, and components that are not yet produced domestically and are imported for production within 5 years from the start of production. The center enjoys corporate income tax incentives.

The center also receives and uses donations and grants.

Regarding financial and investment mechanisms, the Ministry of Planning and Investment has added priority to allocating public investment capital and the State budget to the center... The State will support regular annual operating costs until 2030. The support level is based on annual operating results, every 3 years and annual audit results, in the direction of gradually increasing financial autonomy.

The Ministry also proposed establishing a national innovation investment fund, operating as a limited liability company or joint stock company. The fund’s charter capital will be contributed by NIC and other enterprises, investment funds, organizations, and individuals.

Capital management and use are based on market principles, accepting the possibility of risk. The fund's charter is approved by the Minister of Planning and Investment. The fund invests in domestic and foreign start-ups and innovation enterprises, including venture capital; funding for business innovation and start-up activities; funding scholarships, etc.

NIC is proposed to carry out a number of consulting activities, support connections, exhibitions, conferences, forums.

Regarding service provision, NIC is allowed to carry out a number of consulting activities, support connections, exhibitions, conferences, forums on innovation and startups; provide investment connection services, training, research, etc.

NIC is a unit under the Ministry of Planning and Investment, established by the Prime Minister (in Decision No. 1269/QD-TTg dated October 2, 2019). The Center has the function of supporting and developing the innovation and startup ecosystem, contributing to the innovation of the growth model based on the development of science and technology.

Recently, after nearly 3 years of construction, in October 2023, the NIC Hoa Lac facility came into operation. The total investment capital is 750 billion VND, mobilized outside the budget, contributed by businesses.
