The Ministry of Construction has just submitted to the Government a draft Resolution of the Government promulgating the Plan to implement Resolution No. 172/2024 of the National Assembly on the investment policy of the North-South high-speed railway project.
This plan was issued to concretize the policies and solutions approved by the National Assembly. This plan is expected to create a complete legal corridor, provide detailed instructions for implementation, and at the same time unlock necessary resources for the project.
The new plan also clearly defines the authority, responsibility and progress of work implementation of relevant ministries, branches and localities. This is considered a necessary step to ensure consistency and efficiency in the implementation of major State policies.
The Ministry of Construction proposes to develop and promulgate legal documents detailing the content, order, procedures, and authority to implement specific and special mechanisms and policies of the Project that the National Assembly has allowed to be applied.
Specifically, the Ministry proposes to develop and issue a Decree regulating the content and requirements for surveying and establishing a comprehensive technical design (FEED design) to replace the basic design in the project feasibility study report and the design steps implemented after the FEED design, establishing and managing construction investment costs of projects applying the FEED design.
At the same time, it provides guidance on the obligations and powers of the parties participating in the implementation of the contract in the form of an EPC contract (investor, EPC contractor/general contractor, supervision consultant); detailed regulations and guidance on planning, adjusting zoning plans, and detailed planning of areas surrounding high-speed railway stations.
Decree stipulating criteria for selecting state-owned organizations and enterprises assigned tasks or Vietnamese organizations and enterprises ordered to provide railway industrial goods and services.
Along with that, the Decree guides the implementation of railway science and technology development work and provides detailed regulations on research, application, and technology transfer for railway projects.
Another important content mentioned in the decree is specific guidance on temporary use and forest restoration during the construction of temporary works serving railway projects. This regulation demonstrates the Government's concern for environmental protection in parallel with the development of transport infrastructure.
The Ministry also proposed to develop and issue a decision of the Prime Minister regulating the list of railway industrial services and goods assigned to state-owned organizations and enterprises or ordered to Vietnamese organizations and enterprises.
Along with legal documents, the Ministry of Construction proposed a plan for railway industry development and human resource training.
Accordingly, develop a project to develop the railway industry until 2035, with a vision to 2045, and submit it to the Prime Minister for approval. It clearly defines the current situation, goals, tasks, and implementation solutions to ensure compliance with the orientation and roadmap for railway industry development submitted to the Politburo; clearly identifies the railway industry sectors that need to be developed, and a specific roadmap for each sector such as: construction, vehicles, supplies, specialized materials, electromechanics, information systems, signals, and supporting industries...
Develop a project for training and developing human resources for the railway sector and submit it to the Prime Minister for approval to implement training according to the plan. The project content must identify the training needs of the subjects participating in construction, management, operation, exploitation and maintenance, including: State management agencies; Project management agencies and units; Investment and construction implementing agencies and units; management, operation, exploitation and maintenance of high-speed railways and other subjects with training needs.
The Ministry of Construction recommends strengthening the specialized Project Management Board, assigning tasks to organize, manage and implement projects effectively. At the same time, restructuring Vietnam Railways Corporation is considered a strategic step, creating conditions for this enterprise to closely coordinate and participate deeply in the entire project life cycle, from investment preparation, construction implementation to receiving, managing, exploiting, operating and maintaining infrastructure after completion.
