Proposal to upgrade Mai Son - National Highway 45 to a complete 4-lane scale

The North-South Eastern Expressway, Mai Son - National Highway 45 section through Ninh Binh, is 14 km long and will be put into operation from April 2023. It has a scale of 4 limited lanes, 17 m wide, and does not have a continuous emergency lane.

The People's Committee of Ninh Binh province has just sent a report to the Ministry of Transport on the investment plan to upgrade the expressway routes to a complete scale in Ninh Binh province.

The North-South Expressway, Eastern section through Ninh Binh province, has a total length of about 29 km and is invested in by two component projects.

In particular, the component project to invest in the construction of the Cao Bo - Mai Son section, about 15 km long, invested by the Ninh Binh Department of Transport, started on December 2, 2019, completed and put into operation and use in February 2022; The component project to invest in the construction of the Mai Son - National Highway 45 section, the section passing through Ninh Binh province, about 14 km long, invested by the Thang Long Project Management Board, Ministry of Transport, started in September 2020, completed and put into operation and use from April 2023.

Ninh Binh Provincial People's Committee said that up to now, both of the above-mentioned component projects have promoted investment efficiency, contributing to ensuring traffic safety, reducing traffic congestion in Ninh Binh province, especially Tam Diep city, creating motivation and attracting investors to industrial parks and urban areas, contributing to promoting local socio-economic development.

However, due to limited resources, the route is only invested in a limited 4-lane scale, operating speed of 80 - 90 km/h depending on each section. Since being put into operation, the traffic volume on the route has been very large, reaching the designed traffic volume and tending to be overloaded in the near future.

In addition, because the route does not have an emergency lane, when a vehicle breaks down, traffic congestion may occur, causing traffic insecurity (there have been a number of traffic accidents on the route).

Currently, the Cao Bo - Mai Son section has been approved by the Ministry of Transport for investment policy adjustment to expand the scale from 4 limited lanes to 6 complete lanes and assigned to the Ninh Binh Department of Transport to carry out procedures to select contractors to survey and establish the project, expected to start construction in 2024 and complete in 2026.

To ensure traffic safety, overcome traffic congestion, and shortcomings of the expressway invested in a phased scale and exploited synchronously with the Cao Bo - Mai Son section, which is being expanded to 6 complete lanes (expected to be completed in 2026), the Ninh Binh Provincial People's Committee proposed that the Ministry of Transport synthesize a report to the Prime Minister for permission to expand and complete the Investment Component Project for the construction of the Mai Son - National Highway 45 section from the Mai Son intersection to Thanh Hoa province with a minimum scale of 4 complete lanes.

The People's Committee of Ninh Binh province proposed that the State management agency for roads soon have a plan to organize traffic for vehicles with a load capacity of more than 10 tons to be allowed to circulate on the Mai Son - National Highway 45 route to reduce traffic pressure on National Highway 1A through Tam Diep City (currently, the Mai Son - National Highway 45 expressway is prohibiting trucks over 10 tons).

The Mai Son - National Highway 45 Expressway component project is invested by the Thang Long Project Management Board (Ministry of Transport), with a total investment of more than 12,111 billion VND. This expressway is 63.37km long, passing through the two provinces of Ninh Binh and Thanh Hoa.

In phase 1, the Mai Son - National Highway 45 expressway was invested with a scale of 4 limited lanes, 17m wide (each lane is 3.5m wide, no continuous emergency lane), maximum speed 80km/h, in the completed phase, this expressway was expanded to 6 lanes, roadbed width 32.25m, design speed 120km/h.

It is known that in Official Dispatch No. 16/CD-TTg dated February 21, 2024, the Prime Minister assigned the Ministry of Transport to preside over and coordinate with relevant localities to urgently study investment plans and upgrade expressways that have been invested in phases to reach the scale of complete expressways, in accordance with design standards and transportation needs; in which, focusing on investing as soon as possible in expressways with a scale of 2 lanes. At the same time, review and supplement fully and synchronously the infrastructure works on the route (such as intelligent traffic systems, rest stops, etc.); report to the Prime Minister in March 2024.
