Many specific contents are being deployed by the Ministry of Education and Training to implement the Prime Minister's decisions on the strategy for developing Vietnam's semiconductor industry and the Program 'Developing human resources for the semiconductor industry to 2030 and vision to 2050'.
The Ministry of Education and Training has just issued a Plan to 2030 to implement the Prime Minister's decisions on the strategy for developing Vietnam's semiconductor industry to 2030 and vision to 2050 and the Program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050".
Develop training program standards and tuition and scholarship policies
Accordingly, in the fourth quarter of 2024, the Ministry will establish a Working Group to deploy tasks and at the same time direct and guide higher education institutions to develop a project to propose training of highly qualified human resources to serve the development of the semiconductor industry.

In the first quarter of 2025, the Ministry will select training programs of higher education institutions and issue detailed training plans until 2030 according to the program's objectives. Along with that, it will develop, issue, and guide training program standards on semiconductor microchips.
During this time, the Ministry also directed and guided affiliated university educational institutions to develop investment project proposals for grassroots semiconductor laboratories to serve the training of human resources in the semiconductor industry with a maximum of 9 investment project proposals.
In 2025, the Ministry will review, research, and propose amendments to the tuition exemption and reduction policy and scholarship policy for students studying majors related to the semiconductor industry at home and abroad.
Policy mechanisms to promote universities to participate in research activities and transfer the results of topics and projects to the community and localities will also be considered.
In addition, the Ministry researches, proposes and organizes the implementation of a linkage model between the state, schools and enterprises in training human resources for the semiconductor industry.
From 2025-2030: Organize competitions and awards to honor
From 2025-2030, the Ministry will organize the implementation of a talent program serving the semiconductor industry at university educational institutions.
The Ministry also prioritizes allocating resources and balancing the annual state budget to support and fund programs and tasks of research and development of semiconductor microchip products associated with postgraduate training at research institutes and affiliated university educational institutions.
Candidates studying majors related to the semiconductor industry abroad will be given priority for scholarships in scholarship programs using the state budget managed by the Ministry of Education and Training (Government Agreement scholarships and projects).
Promoting educational cooperation at the ministerial and government levels between Vietnam and a number of large corporations and leading countries in the semiconductor industry will also be carried out to create a legal basis and facilitate Vietnamese universities to cooperate with foreign countries in training and research in the semiconductor field.
The Ministry also plans to organize competitions, awards and commendations from 2025 to honor agencies, organizations and individuals with innovative ideas, initiatives and methods in developing human resources in the semiconductor industry, helping to bring high efficiency in operations and benefits to the community.
