On the morning of September 25, continuing the 37th Session, the National Assembly Standing Committee gave opinions on the draft Law on Teachers.
Prescribe policies and benefits commensurate with the position and role of teachers.
Deputy Minister of Education and Training Pham Ngoc Thuong said that the results of the assessment and summary of the implementation of the law on teachers in recent years showed that, besides the achieved results, the teaching staff and the work of developing the teaching staff at all levels still have shortcomings, and it is necessary to have a separate law to resolve them.

The Draft Law on Teachers has established regulations on appropriate remuneration policies and regimes, commensurate with the position and role of teachers, in order to attract and create conditions for teachers to feel secure in their work, love their profession, be dedicated and responsible for their profession.
Accordingly, the regulations on salary and benefits policies for teachers aim to concretize the Party's policy in Resolution No. 29-NQ/TW "teachers' salaries are given the highest priority in the salary scale according to job position, title and leadership position according to Government regulations".
"The draft stipulates that teachers' salaries are ranked highest in the administrative career salary scale system and are entitled to preferential allowances and other allowances depending on the nature of the job and the region as prescribed by law," said Deputy Minister Pham Ngoc Thuong.
This is to help teachers feel secure in their work, contribute and develop their careers; attract, employ and give preferential treatment to talented people to become teachers; attract teachers to work and work long-term in the education sector, especially in disadvantaged areas...
The Draft Law also stipulates that the salaries and salary-based policies of teachers working at non-public, private educational institutions and public educational institutions with autonomy in regular expenditures, and public educational institutions with autonomy in regular expenditures and investment expenditures must not be less than the salaries and salary-based policies of teachers prescribed in this Law with the same training level, seniority, and title in public educational institutions receiving salaries from the state budget.

At the same time, to ensure that teachers continue to receive seniority allowances until the State has new guidelines on salary policy, the draft Law stipulates in the Transitional Provision: "Teachers continue to receive seniority allowances until the new salary policy is implemented."
Regarding retirement and extended working time for teachers, the draft Law stipulates that preschool teachers and teachers in schools for the disabled are allowed to retire 5 (five) years earlier than the retirement age regulations, ensuring compliance with the requirements of implementing the preschool education program and with the current working conditions of preschool teachers (there are currently reports of scientific research results proving that the working conditions of preschool teachers are among the "hard" occupational indicators).
There needs to be a preferential treatment to attract talented people in the education sector.
Basically agreeing with the necessity of developing the Law on Teachers, the Standing Committee of the National Assembly's Committee on Culture and Education said that the draft Law has institutionalized the Party's viewpoints, guidelines and policies on the role and position of teachers and the completion of the law on teachers; in accordance with the provisions of the 2013 Constitution.
However, it is recommended that the drafting agency continue to research and revise the draft Law to ensure consistency between this Law and related laws regulating teachers; and internalize relevant international conventions that Vietnam has signed.

The Standing Committee agreed that there should be a salary policy for teachers to motivate teachers to work with peace of mind and attract good students to the education sector. "However, the institutionalization of this policy needs to be consistent with the context of salary reform; avoid the understanding that there will be a separate salary scale and table for teachers," noted Nguyen Dac Vinh, Chairman of the Committee for Culture and Education.
The Standing Committee believes that there should be support policies and policies to attract teachers, but it is necessary to assess the impact, identify the beneficiaries of the policies, and ensure resources to implement the policies. There are suggestions to review support and attraction policies to avoid duplication or omission of subjects; add policies to attract people with excellent academic performance to study pedagogy, and keep excellent students at school to become university lecturers.
Discussing at the meeting, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong agreed with the development of regulations on salary and benefits policies for teachers to concretize the Party's policy in Resolution No. 29-NQ/TW.
However, Mr. Bui Van Cuong stated that reforming teachers' salaries is very difficult and complicated, and needs to be studied and reviewed to be more flexible when implementing. Accordingly, it is possible to study in the direction of having a preferential treatment policy, attracting talented people in the education sector, avoiding the situation of "living long and becoming a veteran", while those who are good at education later do not have incentive policies.
