On the morning of September 25, continuing the 37th session, the National Assembly Standing Committee gave opinions on the draft Law on Teachers. Reporting at the session, Deputy Minister of Education and Training Pham Ngoc Thuong said that currently, the regimes and policies for teachers such as teachers' salaries, allowances, preferential treatment, attraction regimes, and social honor for teachers... are not really commensurate with the position and role of teachers.

Teachers' lives are still difficult, teachers cannot make a living from their profession, teachers' salaries are not really the main source of income to ensure teachers' lives, especially young teachers and preschool teachers.
At the same time, teachers have not received the attention and protection they deserve from society, so there are still many sad incidents about the behavior of society, parents, and students towards teachers.
This leads to a situation where teachers are not confident in their work, a large number of teachers have quit their jobs, changed jobs, especially young teachers. This is also the reason why it is not possible to attract talented people to the teaching profession, many localities and educational institutions lack recruitment sources to supplement the shortage of teachers...
To overcome the above limitations, the Deputy Minister of Education and Training said that the draft law stipulates that teachers' salaries are ranked highest in the administrative career salary scale system and are entitled to preferential allowances and other allowances depending on the nature of the job and the region as prescribed by law.
At the same time, help teachers feel secure in their work, contribute and develop their careers; attract, employ and give preferential treatment to talented people to become teachers; attract teachers to work and work long-term in the education sector, especially in difficult areas...
The draft law also stipulates that salaries and salary policies of teachers at non-public educational institutions and autonomous public institutions are not less than salaries and salary policies of teachers prescribed in this law with the same training level, seniority, and title in public educational institutions receiving salaries from the state budget.
At the same time, to ensure that teachers continue to receive seniority allowances until the State has new guidelines on salary policy, the draft law stipulates in the transitional provisions, allowing teachers to continue to receive seniority allowances until the new salary policy is implemented.

Preschool and disabled teachers can retire 5 years early
Regarding retirement and extension of working time for teachers, the draft law stipulates that preschool teachers and teachers in schools for the disabled can retire 5 years earlier than the retirement age. This ensures compliance with the requirements of implementing the preschool education program and the current working conditions of preschool teachers.
"There are now scientific research reports proving that the working conditions of preschool teachers are among the indicators of arduous occupations," said Mr. Thuong.
In addition, to meet the requirements of building and developing a team of intellectuals, the draft law stipulates the extension of working time for teachers with the titles of professor, associate professor and doctoral degree working at educational institutions to continue teaching and scientific research.
At the same time, educational institutions (including general education institutions) are allowed to sign labor contracts with pensioners if the unit has a need and the pensioner wishes.

Avoid the misconception that there will be a separate salary scale and table for teachers.
In the review report, Chairman of the Culture and Education Committee Nguyen Dac Vinh said that the Standing Committee of the Culture and Education Committee agreed that there should be a salary policy for teachers to motivate teachers to work with peace of mind and attract good students to the teaching profession. However, the institutionalization of this policy needs to be consistent with the context of salary reform; avoiding the understanding that there will be a separate salary scale and table for teachers.
Commenting, Secretary General of the National Assembly Bui Van Cuong agreed with the development of regulations on salary and benefits policies for teachers to concretize the Party's policy in Resolution No. 29.
However, Mr. Cuong stated that reforming teachers' salaries is very difficult and complicated, and needs to be researched and reviewed to be more flexible in implementation.
Mr. Cuong suggested that research could be conducted in the direction of having a preferential treatment policy to attract talented people in the education sector, avoiding the situation of "living long and becoming a veteran", while talented people entering the education sector later do not have incentive policies.
Head of the Delegation Affairs Committee Nguyen Thanh Hai agreed with the content of early retirement for preschool teachers. "Preschool teachers and disabled teachers retiring 5 years early is reasonable. When preschool teachers are old, it is very difficult to dance, sing, and take care of young children. When I was working in the province, this was the wish of preschool teachers that was reflected a lot," said Ms. Hai.
