This morning, April 22, 2025, in Ho Chi Minh City, the Ministry of Industry and Trade held a conference on solutions to promote domestic market development and stimulate consumption.
Speaking at the conference, Mr. Phan Van Chinh, Deputy Director of the Department of Domestic Market Management and Development (Ministry of Industry and Trade) presented a series of proposals and recommendations for solutions to develop the domestic market in 2025 and the following years. The above opinions focus on the Ministry of Industry and Trade; Departments of Industry and Trade of provinces and centrally run cities and related ministries, branches and associations.

Recommendations to the Ministry of Industry and Trade
It is necessary to coordinate with the Department of Industry and Trade of localities and enterprises to implement activities to connect supply and demand, combined with the implementation of programs such as Vietnamese people give priority to using Vietnamese goods, One Commune One Product (OCOP) program... to link production with distribution of goods, support the consumption of domestically produced goods, especially in the context of some major export markets applying protectionist policies.
Focus on promoting the implementation of the contents of the project "Vietnamese people prioritize using Vietnamese goods" to support the consumption of domestically produced goods in order to increase the effectiveness of implementing solutions to stimulate consumption to support domestic economic growth.
Develop policies and programs to stimulate consumption and programs to encourage concentrated shopping nationwide.
Promote the application of information technology in business and goods distribution; support and encourage distribution businesses to deploy sales on e-commerce/online sales platforms.
Organize training programs and guide small businesses and business households to apply artificial intelligence (AI) in marketing and sales activities in the online environment.
Continue to direct localities to implement market stabilization programs in combination with supply-demand connection programs and trade promotion during peak consumption periods to both contribute to achieving the goal of controlling inflation and stimulating consumption.
Department of Industry and Trade of provinces and centrally run cities
Units need to organize activities to connect distribution businesses and goods manufacturing businesses; coordinate with other localities to implement trade promotion activities, connect supply and demand to support the consumption of locally produced consumer goods, safe food products, regional specialties; strive to achieve the assigned target of total retail sales growth of goods and services in 2025.
Encourage and guide businesses to promote the application of information technology and digital transformation in commercial activities; support people and small and medium enterprises in the area to apply digital technology to connect supply and demand and expand the market. Encourage e-commerce businesses to implement promotional programs, discounts, and incentives when shopping online to stimulate consumption.
Promote the implementation of activities to carry out the Campaign "Vietnamese people prioritize using Vietnamese goods", support the consumption of domestically produced goods, especially for export goods when the export market is facing difficulties, the Program to bring Vietnamese goods to rural areas, industrial zones and clusters combined with fairs, promotions, discounts, and consumer stimulus programs.
Urge local businesses to implement domestic trade promotion activities and consumer stimulus programs; report to the provincial and municipal People's Committees to direct the organization of concentrated promotional campaigns on a province-wide scale during peak consumption occasions such as year-end, holidays and Tet.
Actively implement the Market Stabilization Program through new methods (resource mobilization) to increase scale and efficiency, combined with supply-demand connection and trade promotion activities.
Currently, the Vietnamese retail market is considered a relatively potential market, attracting the attention of large retail businesses in the world. |
Relevant ministries, branches and associations
For the Ministry of Finance and localities: Take advantage of resources to supplement public investment capital, find solutions to speed up the progress of key infrastructure projects; continue to research and propose policies to exempt, reduce, and extend taxes, fees, charges, and land rents... to support people and businesses, and promote production and business activities.
For the State Bank of Vietnam, it is necessary to closely monitor the developments in interest rates of mobilization and lending of commercial banks, implement more drastic and effective solutions to reduce the lending interest rate level, facilitate loan procedures and loan disbursement for people and businesses, increase access to preferential loans to develop production, business and consumption; direct credit institutions to develop credit products and banking services specifically for the consumer sector; simplify loan procedures, and create favorable conditions for accessing credit capital.
For the Ministry of Agriculture and Environment: Take the lead and coordinate with relevant ministries and branches to promote the opening of official agricultural export markets to neighboring markets and new markets to replace traditional large export markets that are facing difficulties due to protectionist policies; coordinate with the Ministry of Industry and Trade and People's Committees of provinces and cities to implement trade promotion programs, build brands, and connect to support the consumption of agricultural products in large-scale growing areas.
For industry associations: It is necessary to proactively grasp information, market demand, and difficulties of businesses in the industry to promptly propose to functional units measures to remove and support businesses in production and consumption of goods.
Along with that, direct member enterprises to actively participate in trade promotion activities, brand building, technological innovation, product quality to improve the competitiveness of domestically produced goods; enterprises with export goods pay attention to building a domestic distribution system to always have a stable channel for goods consumption when the export market is facing difficulties.
Implement promotional programs with diverse and attractive content and implement discounts to stimulate domestic consumption; support businesses to expand their distribution systems, apply information technology, and digital transformation in production and trading of goods.
In recent years, large retail enterprises have continuously invested and developed the number of retail locations in many localities. Enterprises operating online shopping platforms have also expanded and developed strongly. In addition, large domestic retail enterprises have also continuously developed retail systems across the country... This shows that the Vietnamese retail market is considered to have relatively potential, attracting the attention of large retail enterprises in the world. |
