This includes the condition that tutoring facilities will not be allowed to operate after 8 p.m. to ensure students' health.

According to Mr. Minh, Ho Chi Minh City is a large city, often experiencing traffic jams during rush hour. Students leave school at 4:00-5:00 p.m. After that, they need to have enough time to travel home, eat, and then go to the extra-curricular center if needed. Currently, many schools in Ho Chi Minh City have implemented two sessions per day. Thus, students are at school all day. If they have extra classes, they need to do so in moderation, ensuring their health. It is reasonable that extra classes end before 8:00 p.m.

However, there are cases where tutors have many students wanting to attend and have to divide shifts, so the lessons may have to last beyond 20 hours.

Therefore, in my opinion, it is necessary to set a deadline and calculate the time as reasonably as possible so that extra study meets the needs of students.

Setting a time limit for extra classes is a necessary and correct step to protect the rights and health of students, while aiming for a comprehensive education. This is very positive because students need 8 to 10 hours of sleep per day to develop physically and mentally. Not having extra classes late helps them avoid exhaustion and stress.

This regulation motivates students to practice self-study skills, an important factor in the digital age where knowledge is always updated.

At the same time, it also balances the lives of both students and teachers. Students have time to participate in extracurricular activities, sports, and arts, in line with the spirit of the 2018 General Education Program. Teachers have more time to focus on the quality of regular teaching hours. Build a support system for weak students right in the school. Encourage learning through real-life experiences instead of exam preparation.

The regulation of the Ho Chi Minh City Department of Education and Training is a positive signal, but it needs to be accompanied by comprehensive reforms from the curriculum to the assessment method. In terms of physical and mental health, extra teaching and learning still causes the most disadvantages for students.

Now, Ho Chi Minh City plans to ban extra classes after 8pm, which is very necessary. Not only should extra classes after 8pm be banned, but they should also be banned on Sundays.

Students study many subjects and most subjects have homework, whether small or large. Students who have to take extra subjects (whether by their own choice or their parents’ choice) also need to spend time studying and doing homework in other subjects.

Studying too much and coming home late makes students have to struggle to study and do homework for the next day's subjects (not to mention that teachers also assign extra homework for extra classes). Not getting enough sleep causes lack of sleep and lack of concentration in class, affecting their own learning, the class's and the teachers'. Not getting enough sleep also affects many other aspects of mental health.

There should also be regulations from the Ministry of Education and Training on banning extra classes on Sundays. On weekends, after hard working days, adults need to relax and rest, so why force their children to go to school? Outside of books, outside of schools, outside of tutoring centers, there are so many interesting things, useful playgrounds, and valuable lessons from reality that students need to interact and have fun with.
