Tam Phuoc - Phuoc Tan mining cluster is the largest mineral mining cluster in Dong Nai province with 10 mines, total planned area of nearly 400 hectares. This mine is supplying stone for many large projects inside and outside the province.

On December 19, Dong Nai province leaders had a working session with relevant departments and units to listen to a report on the results of the project to assess the overall impact of mineral exploitation of the Tam Phuoc - Phuoc Tan mine cluster on the environment and Buong River.

Phuoc Tan - Tam Phuoc stone quarry cluster has recently served many large projects in Dong Nai.

Tam Phuoc - Phuoc Tan mining cluster is the largest mineral mining cluster in Dong Nai province with 10 mines, total planned area of nearly 400 hectares. The mineral exploitation process has an impact on the Buong River water source and the surrounding environment.

In 2020, Dong Nai Provincial People's Committee approved a project to comprehensively assess the impact of mineral exploitation of Tam Phuoc - Phuoc Tan mine cluster on the environment and Buong River.

The consulting unit recommended that the People's Committee of Dong Nai province allow the adjacent quarries to follow the mining schedule, allowing mining to a maximum depth of 120m, and directing relevant units to soon invest in phase 2 dedicated roads to reduce the load on the existing road and reduce dust levels.

Along with that, the Department of Natural Resources and Environment continues to monitor the air environment and simultaneously deploy groundwater level monitoring in the mine cluster area. The province requires mine owners to strictly comply with mineral exploitation regulations. Strengthen environmental protection solutions, especially in the processing area; establish a steering committee for the Tam Phuoc - Phuoc Tan stone mine cluster.

Vice Chairman of the Provincial People's Committee Vo Van Phi assessed that the consulting unit had researched, reported and proposed solutions for stone exploitation associated with sustainable environmental protection in the mine cluster area. The Provincial People's Committee leader requested the consulting unit and the Department of Natural Resources and Environment to clarify the level of environmental pollution (water and air sources) of mining, processing and transportation activities. Specifically, the groups of solutions include environmental protection, landslide prevention, technology, mining management, and increasing depth.

It is known that recently, quarries in Dong Nai have been ensuring the supply of construction stone for key projects in the area, including the Bien Hoa - Vung Tau expressway project.

According to many contractors constructing component 1 and component 2 of Bien Hoa - Vung Tau Expressway and Long Thanh Airport, the demand for construction stone, especially stone for construction of crushed stone projects, is very high, so contractors are also facing many difficulties in purchasing stone for construction. Many contractors have to work continuously with quarries but the supply output is still not enough to meet the demand.

In fact, the output of these 10 construction stone quarries is sufficient to meet the demand for construction projects. However, due to problems in investment procedures and land, these quarries have not been able to increase their exploitation capacity, leading to a shortage of stone for projects.

By mid-December, the project progress in the investment certificate and investment registration certificate of 7 quarries in Tan Cang cluster had expired. Therefore, the Department of Natural Resources and Environment of Dong Nai has no basis to propose to process the applications for receiving transfer, leasing land use rights, receiving capital contribution in the form of land use rights, and changing the land use purpose of these 7 quarries.

The Department of Natural Resources and Environment also recommended that the Provincial People's Committee assign the Department of Planning and Investment to preside over and coordinate with mine owners and related units to adjust the project implementation schedule for 7 mines in the Tan Cang stone quarry cluster area.

At the meeting to resolve difficulties and obstacles in exploiting materials for the construction of key national projects on December 9, Vice Chairman of the Provincial People's Committee Vo Van Phi also requested the Department of Planning and Investment, based on the proposals of enterprises, to coordinate and guide enterprises to extend investment policies so that stone mines can soon implement them.

Enterprises need to quickly complete procedures for the authorities to consider extending the investment policy of the projects. After extending the investment policy, the Department of Natural Resources and Environment will guide enterprises to carry out related procedures on land.
