Proposal of over 3,300 billion VND to build runway number 3 of Long Thanh airport

Do not exceed the project investment level

The Minister of Transport said that according to Resolution 94, the Long Thanh airport project has a scale of 100 million passengers/year, and the implementation roadmap is divided into 3 phases.

At the time of approving the project investment policy, due to difficulties in determining investment capital, the National Assembly decided that phase 1 of the project would only invest in "runway number 1" in the northern region.

However, during the implementation of phase 1 of the project, the Government realized that the immediate construction of runway number 3, 400m north of runway number 1 under investment, right in phase 1 would bring many benefits.

According to Mr. Thang, if runway 1 of Long Thanh airport has a problem, Tan Son Nhat airport will have to share it, leading to overload, planes will have to wait in the air, causing additional costs and affecting the environment.

Therefore, the immediate construction of runway 3 will meet the needs of operating phase 1 of Long Thanh airport when runway 1 has an accident, without having to switch to Tan Son Nhat airport.

“Currently, runway 3 has been leveled to the design elevation, the investment cost for completion is low, only about 3,300 billion VND and does not exceed the investment level of component project 3 of 99,019 billion VND, but still contributes to increasing the capacity and operational efficiency of the airport” - the Minister of Transport argued.

Regarding the progress of runway 3, the commander of the transport sector said it will be completed by the end of 2026, lasting 24 months after the National Assembly approves it.

Clarify cause and responsibility

Minister of Transport Nguyen Van Thang said that so far, the first phase of the project has determined the method of organizing investment implementation, investment form and exploitation management. Therefore, the Government proposed that the National Assembly allow the organization to approve the feasibility study report to adjust the first phase of the project without having to report to the National Assembly for approval.

The Government also proposed that the National Assembly consider adjusting the scale and implementation time of phase 1 in the direction of: Investing in the construction of 2 runways in the North and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of cargo/year; completed and put into operation by the end of 2026 at the latest.

Presenting the review report, Chairman of the Economic Committee Vu Hong Thanh said that the Government's request for the National Assembly to adjust the project investment policy is within the National Assembly's authority.

Regarding the necessity, the Economic Committee agrees with the necessity and contents of adjusting the project investment policy for the reasons stated in the Government's submission.

However, regarding the proposal to allow the implementation period of phase 1 to December 31, 2026, according to Mr. Thanh, in addition to the agreement, there are also opinions suggesting to clarify the subjective causes leading to the delay in project progress; clarify the responsibilities and lessons learned for the organization of project implementation in particular and other important national projects in general, ensuring effective use of the state budget.

Mr. Thanh also said that some opinions suggested that the Government and local authorities continue to pay attention to finding solutions to stabilize the lives, housing, livelihoods, and jobs for people whose land is recovered and people in areas affected by the project.

The Economic Committee agrees with the Government's proposal to submit to the National Assembly for consideration and approval of the contents of adjusting the project investment policy in the Joint Resolution of the 8th Session, 15th National Assembly.
