Proposal for additional support for non-professional workers who retire after the merger of communes

The Ministry of Home Affairs requested the People's Committees of provinces and cities to study and propose additional support policies for part-time workers at the commune, village, and residential group levels when merging communes.

The Ministry of Home Affairs has just sent an official dispatch to the People's Committees of provinces and centrally-run cities on policies for part-time workers at the commune, village, and residential group levels.

According to the Ministry of Home Affairs, implementing the policy of "ending the use of non-professional workers at the commune level" in Conclusion 137-KL/TW of the Politburo and the Secretariat, non-professional workers at the commune level, in villages and residential groups who are redundant due to the rearrangement of administrative units at the commune level and who retire within 12 months from the date of the rearrangement decision of the competent authority will enjoy the policy according to the provisions of Decree No. 29/2023/ND-CP of the Government regulating the policy of streamlining the payroll.

However, the Ministry of Home Affairs assessed that because the monthly allowance for non-professional workers at the commune, village and residential group levels is currently not high, the subsidy level for these subjects when arranging administrative units at the commune level is still low.

Therefore, to facilitate the settlement of policies for non-professional workers at the commune, village and residential group levels according to Conclusion 137-KL/TW, the Ministry of Home Affairs requests the Provincial People's Committee to study and propose policies for non-professional workers at the commune, village and residential group levels and send them to the Ministry of Home Affairs for the Ministry of Home Affairs to synthesize and submit to the Government for consideration and decision.

Previously, according to Official Dispatch 03/CV-BCĐ of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model, it is expected that the current use of non-professional workers at the commune level will end from August 1.

The Government assigns local authorities to consider and possibly arrange non-professional workers at the commune level to meet the requirements of the task to participate in work in villages and residential groups and implement policies and regimes for cases where work is not arranged according to regulations.

In addition, Official Dispatch 03/CV-BCĐ clearly states that villages and residential groups continue to be defined as self-governing organizations of residential communities, not administrative levels. For now, existing villages and residential groups will be maintained.

After completing the arrangement of administrative units at all levels, the Government will assign the Ministry of Home Affairs to study and provide guidance under the direction of competent authorities on the arrangement and reorganization of villages and residential groups in a streamlined direction, directly serving the lives of the local community./.
