The Ministry of Transport has just consulted ministries, branches and associations for the second time on policies to support the conversion to electric cars and the use of green energy, notably the policy of supporting 1,000 USD for electric car buyers.

Accordingly, the Ministry of Transport (MOT) requested ministries and branches to give comments before August 28 to synthesize and report to the Prime Minister before August 30.
"If the Ministry of Transport does not receive any comments, it is considered that your agency agrees with the draft report," the document asking for comments from the Ministry of Transport clearly stated.
The second consultation document on the policy to support the conversion to electric cars was sent by the Ministry of Transport to 7 ministries: Industry and Trade, Finance, Planning and Investment, Construction, Justice, Natural Resources and Environment, Science and Technology; and the Vietnam Automobile Manufacturers Association.
At the same time, it was sent to 5 domestic automobile manufacturing and assembly companies, including: VinFast Trading and Service Company Limited, Toyota Vietnam, Ford Vietnam, Truong Hai Automobile Joint Stock Company, Thanh Cong Group Joint Stock Company.
The Ministry of Transport said that as of July 31, 8 ministries, ministerial-level agencies and 30 provinces and cities had not yet commented on the report proposing policies to support the conversion to electric cars .
According to the ministry, as of the end of July this year, the country had about 20,065 electric cars in use, most of which were domestically produced and assembled.
In the proposed policy to support the transition to electric cars, the Ministry of Transport also set a target that by 2025, 100% of buses will be replaced or newly invested in using electricity and green energy; and by 2030, 100% of taxis will be replaced or newly invested in using electricity and green energy.
By 2050, 100% of vehicles and construction machinery will switch to using electricity and green energy, while completing charging infrastructure, providing green energy, meeting the needs of people and businesses nationwide.
Businesses propose to support buyers with 1,000 USD/electric car
Regarding support policies for electric cars, in a report recently sent to ministries, branches, associations, localities and large-scale domestic automobile manufacturers and assemblers, the Ministry of Transport has proposed overall incentives on legal regulations; finance, investment; import; and operation.
Notable policies include: adding the electric car manufacturing and assembly industry and electric car battery manufacturing to the group of industries with special investment incentives; exemptions and reductions in taxes, fees, land rents, import taxes, preferential access to credit, exemptions and reductions in registration fees and license plate registration fees.
Support electricity prices for charging stations/pillars, collect emission fees for vehicles running on fossil fuels, increase traffic priority for electric vehicles, support funding for technology research, technology transfer, etc.
In the report sent to ministries and branches, the Ministry of Transport also mentioned a number of policy proposals from electric car manufacturing and assembly enterprises such as continuing to offer preferential special consumption tax on electric cars at 3%.
After February 28, 2027, VAT will be exempted for the first 5 years, VAT will be reduced by 50% for the next 5 years; registration fees for electric cars will be exempted for 5 years from March 1, 2022, and registration fees will be reduced by 50% for the next 2 years.
Exemption from license plate fees for the first 3 years, 50% reduction in license plate fees for electric cars.
It is worth noting that electric car manufacturers have proposed subsidizing electric car buyers with $1,000 per car.
The Ministry of Transport also requested the Ministry of Finance to study and develop a policy to directly support financial support for organizations and individuals to switch to electric cars in accordance with state budget resources.
