Proposal for new administrative unit in Phu Quoc named Special Zone

Phu Quoc City currently has 9 commune-level administrative units and after the rearrangement, 6-7 units will be reduced. The city's leaders proposed that the new administrative unit of Phu Quoc after the rearrangement will be called Special Zone.

Phu Quoc City leaders proposed that after merging commune-level administrative units, Phu Quoc's new administrative unit will be named Special Zone.

Accordingly, Phu Quoc has 7 communes and 2 wards, with a total area of ​​over 575km2 and a population of over 159,800 people. Implementing Conclusion No. 127-KL/TW dated February 28, 2025 of the Central Executive Committee on implementing research and proposing to continue to reorganize the apparatus of the political system and the direction of the Kien Giang Provincial Party Committee, the People's Committee of Phu Quoc City proposed to merge communes and wards according to two options.

Option 1 , after reorganizing the commune and ward administrative units, Phu Quoc City will have 2 grassroots administrative units left; 7 communes and wards less than before the merger.

Specifically, reorganizing the administrative units of 8 communes (Ganh Dau, Bai Thom, Cua Can, Cua Duong, Duong To, Ham Ninh, Duong Dong ward, An Thoi ward) into 1 grassroots administrative unit with a total area of ​​over 575.2km2 and a population of over 159,800 people.

After the merger, the proposed new administrative unit will be named Phu Quoc Special Zone; the new agency will be located at the existing Phu Quoc City People's Committee headquarters (No. 4, 30/4 Street, Duong Dong Ward). Later, it can be relocated to the new Administrative Center, located to the East of the old airport (behind the statue of Uncle Ho at Ho Chi Minh Square).

With Tho Chau island commune maintaining its current status (area of ​​over 13.9km2 , population of 1,832 people) and proposed to be renamed Tho Chau Special Zone, the new agency is located at the existing Tho Chu commune People's Committee headquarters.

Option 2 , after reorganizing the administrative units of communes and wards, Phu Quoc City will have 3 grassroots administrative units left (6 communes and wards less than before the merger).

Specifically, reorganizing the communes of Ganh Dau, Cua Can, Bai Thom, Cua Duong, Duong Dong ward; part of the area of ​​Duong To commune and part of the area of ​​Ham Ninh commune, into new administrative units, with a total area of ​​over 450.2km2 , population of 81,671 people.

The proposed new administrative unit is called the North Phu Quoc Special Zone, with the new agency located at the existing Phu Quoc City People's Committee headquarters (No. 4, 30/4 Street, Duong Dong Ward). Later, it will be moved to the Administrative Center, located to the east of the old airport (behind the statue of Uncle Ho at Ho Chi Minh Square).

Reorganize the administrative unit of An Thoi ward and part of the area of ​​Duong To and Ham Ninh communes, with a total area of ​​125km2 and a population of 69,573 people.

The proposed new administrative unit is called the South Phu Quoc Special Zone, the new agency will be located at the existing headquarters (Nguyen Van Cu Street, An Thoi Ward), and in the long term will move to Tan A Dai Thanh urban area.

Tho Chau commune alone remains intact and is named Tho Chau Special Zone.

Phu Quoc City leaders believe that the arrangement and merger of commune-level administrative units is completely correct, reducing the number of cadres, civil servants, and non-professional workers at the commune level, reducing the burden on the state budget. Contributing to improving the effectiveness and efficiency of management and operation of commune-level authorities; increasing investment in building technical infrastructure to serve local economic and social development.

However, after the arrangement, there will be initial difficulties and problems, such as: affecting the thoughts and feelings of some cadres, civil servants, public employees, and workers; affecting the lifestyle and living conditions of people; The management area is large and the population is large, so the management and resolution of problems will encounter many difficulties; The work of medical examination, treatment, and primary health care for people will encounter difficulties, especially for the elderly and children because people's houses are far from the Commune Health Station.

In 2024, Phu Quoc City will have a total budget revenue of over 7,800 billion VND, attract more than 300 projects, and have a total registered investment capital of over 412,000 billion VND. Regarding tourism, last year, Phu Quoc City welcomed nearly 6 million visitors, including nearly one million international visitors, with a total revenue of over 21,100 billion VND.

On March 14, Kien Giang People's Committee held a ceremony to announce the Prime Minister's decision to recognize Phu Quoc City as a class I urban area under Kien Giang province.
