The draft Circular clearly states the basis for determining the structure of civil servants according to professional titles and the number of employees as follows:
The structure of civil servants according to professional titles in public service units in the banking sector operating in the field of credit information is determined according to the provisions of Clause 5, Article 3, Clause 3, Article 4 of Decree No. 106/2020/ND-CP dated September 10, 2020 of the Government on job positions and number of employees in public service units.
The number of employees in public service units in the banking sector operating in the field of credit information is determined according to the provisions of Clause 2, Article 4 of Decree No. 106/2020/ND-CP; Point d, Clause 1, Article 5 of Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government regulating the establishment, reorganization and dissolution of public service units and the following bases:
a- Number of new organizations participating in credit information activities.
b- Number of customer records with outstanding debt at credit institutions.
c- Number of credit information reports provided.
d- Number of customers with credit rating and credit scoring.
d- Requirements for developing credit information operations.
e- Current status of infrastructure and level of information technology application; requirements to ensure information technology safety and security.
The number of employees in public service units in the banking sector operating in the field of credit information does not include the number of employees working in support and service positions.
Criteria for determining the number of additional employees compared to the minimum number of employees
According to the draft, the minimum number of employees of a public service unit in the banking sector operating in the field of credit information is 15 people.
The number of additional employees in 1 year is determined based on the total number of additional employees of each of the following criteria calculated in the previous 1 year and not exceeding 15 people in 1 year, specifically:
For every 10 new organizations participating in credit information activities, 1 additional person will be assigned.
For every 1,000,000 additional customer records with outstanding debt at a credit institution, 1 more person will be assigned.
For every 2,500 newly ranked businesses with experts, one more person will be assigned.
For every additional 3,000,000 reports provided, 1 additional person is allocated.
