Nam Hoi An Development Company Limited said that the adjustment of the Investment Registration Certificate of the Nam Hoi An Resort Project will help them continue to invest in construction and disburse investment capital in the next phases.

The Office of the People's Committee of Quang Nam province has just transferred the proposal to adjust the Investment Registration Certificate of the Nam Hoi An Resort Project of Nam Hoi An Development Company Limited to the Department of Planning and Investment to preside over and coordinate with relevant agencies, units and localities to inspect and resolve or advise the Provincial People's Committee to resolve in accordance with its authority and regulations.
In Official Dispatch No. 536/2024/HASD dated December 26, 2024 sent to the People's Committee of Quang Nam province and the Department of Planning and Investment of Quang Nam province, Nam Hoi An Development Company Limited said that the Nam Hoi An Resort Project in Duy Xuyen district and Thang Binh district, implemented by Nam Hoi An Development Company Limited, was granted Investment Certificate No. 331043000024 by the People's Committee of Quang Nam province for the first time on December 10, 2010, and was certified for the first adjustment on March 23, 2015.
Chu Lai Open Economic Zone Management Board issued the Investment Registration Certificate with project code 1070702574 certifying the second change on August 2, 2016; Quang Nam Provincial Department of Planning and Investment issued the Investment Registration Certificate certifying the third change on September 28, 2020.
According to the Investment Registration Certificate certified for the 3rd change on September 28, 2020, the Nam Hoi An Resort Project is divided into 7 implementation phases.
Specifically, Phase 1 (2016) will start construction and be completed in 2020; Phase 2 (2020) will start construction and be completed in 2024; Phase 3 (2022) will start construction and be completed in 2026; Phase 4 (2023) will start construction and be completed in 2026; Phase 5 (2024) will start construction and be completed in 2027; Phase 6 (2025) will start construction and be completed in 2028; Phase 7 (2026) will start construction and be completed for the entire project. Of which, Phase 1 started construction in 2016 and was completed and put into operation in 2020.
In parallel with the process of completing and putting phase 1 of the Nam Hoi An Resort Project into operation, Nam Hoi An Development Company Limited has been carrying out investment and construction procedures to carry out the next phases.
However, the Company said that in 2020 and 2021, due to the severe impact of the Covid-19 pandemic, including social distancing and travel bans; businesses stopped operating; the work of adjusting zoning plans (1/2000) and detailed plans (1/500) was interrupted and prolonged; site clearance was delayed due to some problems and lack of resettlement land; the work of stopping the implementation of resettlement projects and handing over from Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company to Duy Xuyen District People's Committee for continued implementation was still slow.
Subsequently, due to the inspection and review of legal procedures of the Nam Hoi An Resort Project by the authorities, phase 2 and the following phases have not yet started construction according to the schedule specified in the Investment Registration Certificate.
Therefore, on September 11, 2024, Nam Hoi An Development Company Limited sent Official Dispatch No. 398/2024/HASD to the Ministry of Planning and Investment and the Foreign Investment Agency requesting guidance on the procedures for adjusting the implementation progress of phase 2 of the Nam Hoi An Resort Project, creating conditions for the Company to continue to complete the project.
On October 29, 2024, the Foreign Investment Agency (Ministry of Planning and Investment) issued Official Dispatch No. 1743/DTNN-NN requesting the Company to work with the Provincial People's Committee and the Department of Planning and Investment for specific instructions.
Accordingly, on November 1, 2024, the Company issued Official Dispatch No. 482/2024/HASD requesting the Provincial People's Committee and the Department of Planning and Investment to guide the procedures for adjusting the progress of phase 2. On November 6, 2024, the Provincial People's Committee issued Official Dispatch No. 1101/VPUBND-HCTC transferring the Department of Planning and Investment to preside over and coordinate with relevant agencies, units and localities to inspect and resolve or advise the Provincial People's Committee to resolve. However, as of December 26, 2024, the Company has not yet received specific instructions for this adjustment.
Currently, Nam Hoi An Development Company Limited is carrying out procedures to adjust the Zoning Plan (scale 1/2000) of Nam Hoi An Resort Project to suit the development orientation of Quang Nam province; at the same time, it is implementing phase 2 after the Overall Adjustment Project of the Detailed Plan (scale 1/500) of Nam Hoi An Resort Phase 1 - B was approved by the Provincial People's Committee in Decision No. 2964/QD-UBND dated December 9, 2024 and continuing to carry out other compensation and site clearance work within the possible scope.
“Therefore, in the coming time, the Company will submit a dossier requesting adjustment of the Investment Certificate to match the progress of the Nam Hoi An Resort Project due to the impact of the Covid-19 pandemic, the progress of site clearance, procedures for planning adjustment and the review and completion of legal procedures,” said Nam Hoi An Development Company Limited.
According to the Company, the adjustment of the Investment Registration Certificate mentioned above will help the Company continue to invest in construction and disburse investment capital in the next phases.
Of which, the total investment capital for phase 2 is more than 25,000 billion VND, expected to create more than 1,200 permanent jobs, solve employment for local people, contribute to the budget and development of the tourism industry of Quang Nam province; at the same time, avoid making the Nam Hoi An Resort Project fall into a state of stagnation.
